Towards the 14th National Congress of the Party, ethnic minority and mountainous localities in Ninh Binh province have actively contributed opinions to the draft documents, demonstrating the sense of responsibility, enthusiasm and intelligence of cadres, party members and people.
Many opinions focused on practical issues such as sustainable economic development, preserving national cultural identity, building grassroots cadres and perfecting support policies for ethnic minority areas... contributing to enriching and making the content of the Congress documents more realistic.
Support for long-term livelihood development
Expressing his agreement with the content of the draft documents of the 14th Party Congress, Mr. Bui Van Hieu, Head of the Party Building Committee of Phu Long commune, assessed that the draft documents continue to affirm the viewpoint of "comprehensive and sustainable development of ethnic minority and mountainous areas" associated with the goal of "leaving no one behind."
The synchronous development of technical and social infrastructure in mountainous areas will be a strong driving force to promote socio-economic development, improve people's lives, and contribute to realizing the goal of "leaving no one behind" as set out in the draft documents of the 14th National Congress.
This is a major policy, demonstrating the deep concern of the Party and State for ethnic groups in the big family of Vietnam. However, through practical work in localities with a large number of ethnic minorities, Mr. Bui Van Hieu said that the assessment content related to ethnic minority areas in the draft document needs to further emphasize the sustainability of poverty reduction in ethnic minority areas, because currently in many places, although the rate of poor households is decreasing rapidly, it is not really stable, the risk of falling back into poverty is still high.
According to Mr. Hieu, recently, thanks to the attention of the Party, State and Ninh Binh province, many programs and projects to support livelihoods for ethnic minorities in Phu Long commune have been effectively implemented.
Models of forest planting combined with livestock raising, medicinal plant development, handicrafts and community tourism initially bring stable income, helping people improve their lives and sustainably reduce poverty.

However, to promote long-term effectiveness, Mr. Hieu said it is necessary to increase technical training, support product consumption and encourage people to participate in cooperatives and cooperatives, creating close links between production and the market.
Therefore, draft documents need to supplement policies to support long-term livelihood development, encourage people to participate in commodity production, apply science and technology to agriculture and community tourism.
Regarding human resource development, there should be a mechanism to prioritize training of ethnic minority cadres, especially young and female cadres. Mr. Bui Van Hieu also emphasized the need to pay more attention to preserving and promoting national cultural identity in the process of socio-economic development.

The draft document should add solutions to support the preservation of cultural heritage, customs, languages, and traditional festivals associated with sustainable tourism development, creating more livelihoods for people.
In addition, the draft document also needs to clarify the role of grassroots authorities and the local political system in ethnic affairs; strengthen decentralization and empower the commune, village and hamlet levels to promote creativity and mobilize the internal strength of the community.
With the spirit of solidarity, innovation and development, the Head of the Party Building Committee of Phu Long commune believes that ethnic policies in the coming term will be increasingly comprehensive and substantive, contributing to strengthening the great national unity bloc, bringing our country to rapid and sustainable development.
Infrastructure development
Highly agreeing with the content of the draft documents of the 14th Party Congress when determining that developing infrastructure, especially transport infrastructure and social infrastructure in mountainous, remote and isolated areas is one of the key tasks of the coming period, Head of the Party Building Committee of Cuc Phuong commune Bui The Manh affirmed that this is a correct policy, of special importance in shortening the development gap between mountainous and delta areas, contributing to improving the material and spiritual life of ethnic minorities.
Mr. Bui The Manh assessed that technical infrastructure and social infrastructure in mountainous areas still have many limitations. The rural transportation system is not yet synchronized; many inter-village and inter-commune roads are degraded, causing difficulties for travel, trade of goods and development of community tourism; school facilities, medical stations, cultural houses, water supply systems, waste treatment... although have received investment attention, have not met new development requirements, especially in the context of climate change and the increasing need to improve people's quality of life.
Therefore, Mr. Bui The Manh said that the draft documents should emphasize more the role of inter-regional, inter-provincial, and inter-commune transport infrastructure in economic development and mountain tourism.

In addition to national target programs, Mr. Manh said that there should be separate policies to support the construction and upgrading of routes connecting tourist areas, concentrated commodity production areas with the provincial center and the delta region, creating conditions for people to trade, consume products, develop eco-tourism and community services; at the same time, it is necessary to consider investment in social infrastructure, especially schools, medical facilities, cultural and sports institutions as a fundamental solution for human development in mountainous areas.
Upgrading schools and attracting cadres to work at the grassroots level must be linked with appropriate remuneration policies, ensuring regional equity. In addition, draft documents need to clarify the role of grassroots Party committees and authorities in managing, supervising and promoting the effectiveness of infrastructure projects after investment; avoiding the situation of rapid deterioration and ineffective use.
Mr. Bui The Manh believes that with the attention and direction of the Party and State, and the consensus of the people, the synchronous development of technical and social infrastructure in mountainous areas will be a strong driving force to promote socio-economic development, improve people's lives, and contribute to realizing the goal of "leaving no one behind" as set out in the draft documents of the 14th National Congress./.
