Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong: Do not let people wait for the government

Working with localities, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong said that with two-level local governments, people's problems must be resolved immediately, quickly and promptly.

On October 30, Working Group No. 2 of the Ho Chi Minh City Party Committee, led by Mr. Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee, worked with the Standing Committees of the Party Committees of Ba Ria, Long Huong, and Tam Long wards to monitor the implementation results of Plan 249-KH/UBKTTW of the Central Inspection Committee in the wards.

Removing bottlenecks in human resources and digital infrastructure

Reporting to the Working Group, the leader of Long Huong ward said that in the process of implementing the two-level local government model, the amount of work transferred to the ward was quite large, while the majority of cadres had to concurrently take on many fields.

Long Huong Ward proposed that the City assign 45 positions for the period of 2026 and the following years, including 17 positions for the Vietnam Fatherland Front Committee and 28 positions for the Party bloc. The Ward also proposed to consider the policy of establishing a general planning and guiding the implementation of architectural management regulations for commune-level authorities; establishing a Management Board for construction investment projects, compensation for site clearance and public service units providing basic and essential multi-sector public services to better serve the people.

Tam Long Ward reported that the IT infrastructure and public administrative equipment were old, had low configuration, many machines were depreciated, and the software was unstable, especially during peak hours. Some online administrative procedures, such as the procedure "Enjoying benefits when a meritorious person receiving preferential benefits passes away", were still difficult because elderly relatives were not proficient in using the VNeID application.

Tam Long Ward currently has 61 staff, but the large workload has overloaded many staff, and some positions are not suitable for their expertise. The locality recommends that the City promptly overcome system congestion, synchronize data between the National Public Service Portal and the City, and issue support policies for the Community Digital Technology Team; at the same time, the Department of Construction should promptly guide the planning and architectural management regulations for new wards.

As for Ba Ria ward, the ward leader said that the locality currently has 60/67 staff. The staff and civil servants basically meet the requirements, but there is still a lack of human resources with deep expertise in the fields of digital transformation, land, construction, natural resources - environment, health and education .

The Ward recommends that the City soon have a policy to establish a Management Board for construction investment projects and compensation, site clearance, and decentralize the management of parks, public gardens, and trees within the ward's administrative boundaries.

The People's Committee of Ba Ria Ward is allowed to establish a separate zoning plan in parallel with the adjustment of the Ho Chi Minh City General Construction Plan that is being implemented. The locality also proposed to supplement the staff of specialized civil servants, especially those in the positions of citizen reception, accounting, complaint and denunciation settlement, and anti-corruption, in order to meet the requirements of state management with 207 commune-level tasks being undertaken.

Effective administrative reform from the grassroots perspective

Concluding the supervision session, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong highly appreciated the efforts of the wards in adapting to the two-level local government model, gradually stabilizing the organization and increasingly completing the assigned tasks.

He praised the proactive spirit of the grassroots, daring to think and dare to do with many flexible and creative ways of working, clearly demonstrating the sense of responsibility in serving the people. Although there are still many difficulties in human resources and technological infrastructure, especially in wards with uneven conditions, in general, the units have overcome the passive situation and proactively coordinated to remove arising obstacles.

The Deputy Secretary of the City Party Committee said that the recommendations from the grassroots level related to digital infrastructure, professional human resources or financial mechanisms are valid and need to be promptly supported by departments and branches. He asked the Secretariat to fully synthesize the contents to include in the conclusion notice.

He emphasized that the effectiveness of the City’s administrative reform is most clearly reflected at the grassroots level, because people directly evaluate the quality of services at the ward level. Therefore, departments and branches need to proactively coordinate, not allowing delays or shirking of responsibility.

The Deputy Secretary of the City Party Committee also noted that in the coming time, wards need to focus on overcoming the limitations within their authority, effectively operate the Public Administration Service Center, and resolve online records quickly and promptly, creating satisfaction for the people. If they have fulfilled their responsibilities but still have problems, they need to discuss and explain clearly so that the people can understand and support them.

In particular, ensuring security and order, complaints and denunciations, and preventing hot spots from occurring, especially in compensation and site clearance. The City Party Committee leaders noted the role and responsibility of the leader. If the staff is confused, the leader must provide clear guidance and direction to avoid avoidance or delay.

Promoting the spirit of not making people wait for the government, comrade Dang Minh Thong emphasized: "By establishing a two-level local government, we must immediately, quickly and promptly resolve people's problems."

Regarding planning work, the Deputy Secretary of the Ho Chi Minh City Party Committee said that the old unit's master plan has expired, and localities need to coordinate with the Department of Planning and Architecture to find temporary solutions to avoid project congestion. Wards also need to urgently create a list of projects and public investment plans for the 2026-2030 period, and work directly with the Department of Finance to guide procedures.

Regarding Party building, the source of developing Party members in residential areas and non-state enterprises is still very limited. This is a difficult task, requiring specific solutions and plans to foster Party sentiment and recruitment in accordance with actual conditions.
