To quickly reach isolated and deeply flooded areas, the Deputy Prime Minister flew by helicopter to inspect the entire flooded area in Khanh Hoa, especially areas that were out of contact or at risk of serious landslides.
Due to the influence of cold air and strong easterly winds, from 7am on November 16 until now, in the area from Quang Tri to Khanh Hoa, there has been heavy to very heavy rain over a wide area, locally over 1,700 mm.
In particular, within 24 hours (from 7:00 p.m. on November 18 to 7:00 p.m. on November 19, 2025), heavy rains occurred over a large area, reservoirs were forced to operate to regulate to ensure safety, floods on main rivers in Dak Lak, Gia Lai, Khanh Hoa rose very quickly, many places rose above alert level 3 (BĐ3), some places exceeded historical flood levels.
Flood on Ba River (Dak Lak) at Cung Son station reached a peak of 40.99 m (at 1:00 a.m. on November 20), exceeding the historical flood peak in 1993 by 1.09 m, and is decreasing; at Phu Lam station it was 5.4 m (at 2:00 a.m. on November 20), exceeding the historical flood peak in 1993 by 0.19 m.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the morning of November 20 to the night of November 21, 2025, the eastern region of Dak Lak province and the northern region of Khanh Hoa province will have heavy to very heavy rain with common rainfall of 150-250 mm, locally over 450 mm; the eastern region of Gia Lai province and the southern region of Khanh Hoa province will have moderate to heavy rain with common rainfall of 70-150 mm, locally over 200 mm.
In the next 12 hours, the flood on Ba River will continue to decrease and stay at a high level above BĐ3; the flood on Kon River will fall below BĐ3; the flood on Krong Ana River will continue to rise and stay below BĐ3; the flood on Thu Bon River will fall below BĐ2. In some rivers in Khanh Hoa, the flood has exceeded historical flood levels and will continue to rise.
There is a high risk of continued deep flooding in low-lying areas along rivers, especially in Dak Lak and Khanh Hoa provinces; landslides on steep slopes, especially on traffic routes, along with flash floods on rivers and streams.
Heavy rains that lasted from the afternoon of November 19 caused many localities in Khanh Hoa to be deeply flooded and isolated, especially in the districts of Khanh Vinh, Dien Khanh, Nha Trang, Ninh Hoa and Cam Lam. Some locations were identified as 'hotspots' of natural disasters, with a high risk of landslides, and dozens of villages were completely isolated.
In Khanh Vinh district, from noon to afternoon on November 19, four communes of Khanh Vinh, Tay Khanh Vinh, Nam Khanh Vinh and Trung Khanh Vinh were deeply flooded, losing power and phone signal. In Tay Khanh Vinh commune alone, Hon Du village was isolated, many households had to evacuate to people's houses in the highlands or up the mountainside.

On the morning of November 20, 2025, Deputy Prime Minister Ho Quoc Dung continued to sign and issue Official Dispatch No. 223/CD-TTg dated November 20, 2025, directing the provinces of Gia Lai, Dak Lak, Khanh Hoa and ministries and branches to focus on responding to floods, mobilizing maximum forces and means to urgently evacuate people, putting the task of ensuring people's safety first and foremost; at the same time, continuing to organize a working delegation of the Government to inspect and direct the response and overcoming of flood consequences in Khanh Hoa province.
The dispatch clearly stated: Floods on rivers in Khanh Hoa, Dak Lak and Gia Lai are at very high levels, some places in Dak Lak and Khanh Hoa have exceeded historical flood levels. According to the forecast of the National Center for Hydro-Meteorological Forecasting, on November 20 and 21, 2025, the area will continue to have heavy to very heavy rain; floods on Ba River and Kon River remain at very high levels; on rivers in Khanh Hoa continue to rise and are likely to exceed historical flood levels.
Severe flooding will continue to occur over a large area, especially in Khanh Hoa and Dak Lak provinces (due to current high tides), while there is a very high risk of continued landslides in mountainous areas and steep slopes.
