The announcement stated that the Permanent Deputy Prime Minister welcomed and highly appreciated the solidarity, positivity and urgency in implementing the tasks agreed upon at the meeting with the three provinces in Phan Thiet city, Binh Thuan province on April 19; especially the fact that the three provinces have completed the project to rearrange and reorganize administrative units at all levels and build a model of organizing two-level local governments to ensure progress and quality as required; the results achieved in socio -economic development in the three provinces in the past time; and the preparation work for the Provincial Party Congress according to the Resolution of the 11th Conference of the 13th Party Central Committee.
To continue to prepare for the Provincial Party Congress according to the Resolution of the 11th Conference of the 13th Party Central Committee, towards the Party Congresses at all levels, the Permanent Deputy Prime Minister requested the Party Committees and the Standing Committees of the 3 provincial Party Committees to lead and direct the preparation of a joint report of Lam Dong province (new) on the implementation of the Resolution of the 11th Conference of the 13th Party Central Committee based on the results of the implementation of the tasks of preparing for the Party Congresses at all levels, the personnel arrangement plan of the 3 provinces to ensure compliance with Conclusion No. 150 of the Politburo .
Research and appoint conveners (with sufficient capacity, intelligence and putting the common interest first to organize and implement tasks and powers when organizing and implementing the 2-level government model) to direct, lead and be responsible for preparing contents to serve the Party Congresses at all levels.
The leadership and direction of personnel work at all levels must ensure that the roles and responsibilities of the leadership and the head are promoted; there is inheritance, innovation and development; quality is promoted and valued; there is a reasonable quantity and structure to ensure compliance with the direction of superiors and the consensus of subordinates. The new Party Committee must be selected from individuals who are exemplary in political qualities, intelligence, moral qualities, lifestyle, solid political prestige, vision, and innovative thinking, from the cadres and civil servants at all levels and take into account the harmony of localities in the spirit of putting political tasks, standards, and capacity to complete tasks above all.
Proactively carry out political, ideological, information and propaganda work well, creating solidarity, unity and high consensus among Party members, cadres, civil servants and the People; take measures to combat and promptly prevent acts and actions that violate the Party's principles and regulations and the State's laws, affecting the implementation of the Party's policies and resolutions on restructuring and streamlining the apparatus.
In addition, lead and direct the completion of Party Congress documents at all levels in a comprehensive and objective manner on the situation, achievements, advantages, limitations, causes and lessons learned in accordance with the new requirements of the province, ensuring compliance with the direction of the Politburo in Directive No. 45; in which, note that (new) communes must have a development strategy suitable to the economic space to maximize the potential and development advantages of each locality, supporting the promotion of the general socio-economic development of the administrative unit after the rearrangement.
Regarding the proposals and recommendations of the three provinces, the Permanent Deputy Prime Minister basically agreed on the organization of the Project Construction Investment Management Board and the arrangement of representative units at the current working offices of departments, branches and sectors. The Ministry of Home Affairs coordinated with the Ministries of Justice and Construction to study and draft documents guiding the organization of these two agencies to submit to competent authorities according to the provisions of Resolution No. 190 of the National Assembly; promptly complete the draft Decree regulating the organization of specialized agencies under the People's Committees at the commune level and the draft Decree regulating the regime and policies to support non-professional workers at the commune level to submit to the Government for promulgation so that localities have a basis when organizing two-level local governments.
The Standing Committees of the Provincial Party Committees of the three provinces shall lead and direct the urgent completion of connecting expressways and key construction projects in the area; direct the review of backlogged projects and constructions, report to competent authorities for direction and give opinions when there are problems; lead and direct the work of archiving records and documents to ensure strictness and compliance with regulations, avoiding loss; review surplus headquarters and public assets that need to be handled and propose solutions and effective arrangements before implementing the 2-level government model; in which priority is given to the fields of health, education and culture.
