(E-Portal) On the morning of October 27, 2024, Deputy Prime Minister Tran Hong Ha chaired an online meeting with localities including: Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang , Quang Nam, Quang Ngai and Kon Tum to direct the implementation of response work to storm No. 6 (storm Tra Mi). At the Quang Tri province bridge, Chairman of the Provincial People's Committee Vo Van Hung and Vice Chairman Hoang Nam; Vice Chairman of the Provincial People's Committee Le Duc Tien chaired the meeting.

According to a quick report at the meeting, as of this morning, October 27, storm No. 6 is located on the coast from Quang Tri to Quang Nam , 75 km from Da Nang, and is forecast to make landfall this afternoon, causing strong impacts. At sea, the wind is at level 8, exceeding level 10, on land, the wind is at level 6 - level 8, rainfall in the Central Central region is from 50 - 130mm, in some places, rainfall is over 130mm.

Forecast from October 27 to 29, the area from Quang Binh to Quang Nam will have heavy rain from 200 - 400mm, in some places 600mm.

Due to the impact of the storm, floods on rivers from Quang Binh to Quang Nam reached alert level 2 and alert level 3.

At the meeting, representatives of the Hydrometeorology Department in Quang Tri province reported on the flood situation, forecast developments, and the impact of storm No. 6. Accordingly, the plains of Quang Tri province have had widespread rainfall from 80 - 180mm, some places have had very heavy rain such as La To hydroelectric dam 168.6mm, water levels on rivers are rising. Con Co island has gusts of level 9, waves from 4 - 5m.

Localities in Quang Tri province have proactively prepared for storm No. 6 according to the telegram of the Chairman of the Provincial People's Committee and previously issued documents. They have called on ships inside and outside the province to enter safe anchorage. The province has implemented a sea ban from 3:00 p.m. on October 26, 2024. Reservoirs in the province are operating safely. Localities have closely followed the Disaster Response Plan according to the level of disaster risk occurring in Quang Tri province and have deployed the evacuation of people in low-lying areas and areas at high risk of landslides to safe shelters.

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha noted that storm No. 6 - Tra Mi is quite complicated with unpredictable developments, so people in the storm-affected areas should be warned not to be subjective.

This storm is forecast to be quite complex and prolonged, so the hydrometeorological agency must make accurate forecasts, especially for vulnerable areas such as sea dykes. Areas with heavy rain need to be zoned for landslide warnings, and information must be continuously updated to the people for proactive response. Localities should pay attention to mountainous areas with heavy and prolonged rainfall. The Ministry of National Defense has a plan to use drones to survey areas at high risk of landslides to provide early warnings to people to proactively evacuate.

Although reservoirs and hydroelectric dams are not at high risk, if there is prolonged rainfall, it is necessary to have a firm grasp of the information. If the water level reaches the allowable storage level, it is necessary to regulate it promptly, and not wait until the alarm is raised to release floodwaters, causing damage to downstream areas.

Media agencies need to promptly and continuously inform people about storm developments, especially storm circulation activities, and not be subjective.

Immediately after the online meeting chaired by Deputy Prime Minister Tran Hong Ha, Chairman of the Provincial People's Committee Vo Van Hung chaired an online meeting with sectors and localities in Quang Tri province to listen to reports on the flood situation and response to storm No. 6.

According to the report, localities are ready to comply with plans, scenarios, and expected evacuations for coastal communes and Con Co island district.

Regarding food reserves, essential supplies, forces and means to respond to natural disasters, localities that are vulnerable to isolation and separation have fully prepared and are ready to respond to storm No. 6.

In his speech, Chairman of the Provincial People's Committee Vo Van Hung once again emphasized the unpredictable developments of storm No. 6 and requested local leaders to thoroughly implement the telegram No. 07/CD-UBND dated October 25, 2024 of the Provincial People's Committee with the highest spirit. Depending on the functions and tasks of each sector and locality, respond flexibly to unusual weather situations.

Chairman of the Provincial People's Committee Vo Van Hung noted: Storm circulation can cause flooding with heavy and prolonged rain, so low-lying areas and areas at risk of landslides should proactively evacuate people to safe places. With the spirit of best response, no human loss, minimizing property damage with the motto of 4 on-site; ensuring smooth information. Members of the Command Committee for Natural Disaster Prevention and Search and Rescue must ensure safety when returning to the base, organize drastic and effective implementation.
