Offering incense and laying wreaths at the Dien Bien Phu Battlefield Martyrs' Temple and at the Martyrs' Monument at A1 Martyrs' Cemetery, the delegates expressed their deep gratitude to the martyrs, the nation's outstanding sons who sacrificed their blood and bones for the cause of national liberation, for the independence and freedom of the Fatherland , and for the happiness of the people. The noble sacrifices of the martyrs contributed to the Dien Bien Phu victory that "resounded throughout the five continents and shook the world", so that today the homeland and the country are on the journey of development, and the people's lives are increasingly prosperous and happy.

Before the heroic martyrs, delegates vow to unite, strive to cultivate revolutionary ethics, constantly study and strive to protect the achievements of the revolution, be proactive and creative, and build an increasingly prosperous and beautiful homeland.

Within the framework of the working program, tomorrow (September 21), the Inspection Delegation according to Decision 894-QD/TW, dated June 7, 2023 of the Central Party Secretariat in Dien Bien province on the leadership, direction and organization of the implementation of Conclusion No. 21-KL/TW, dated October 25, 2021 of the 13th Party Central Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling and strictly handling cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution", "self-transformation"... will work with the Standing Committee of Dien Bien District Party Committee and Dien Bien Phu City Party Committee .
