Implementing Directive No. 40, awareness of the role and position of social policy credit (CSXH) of Party committees, authorities, and organizations from the city to communes and wards in Ben Cat City has been raised. Local authorities have paid attention to and created favorable conditions for CSXH credit activities with practical actions, such as: Supplementing local budget sources; assigning Chairmen of People's Committees of communes and wards to participate in the Representative Board of the City's Board of Directors; supporting means, equipment, and offices; supplementing and confirming loan subjects; directing the consolidation and improvement of credit quality; paying attention to arranging locations; sending security forces for transaction activities at the commune level for the CSXH Bank...
Ms. Pham Hong Nguyet, Director of the Ben Cat City Social Policy Bank Transaction Office, said that identifying the importance of the task of implementing Directive No. 40, the Ben Cat City Social Policy Bank Transaction Office has effectively implemented policy credit, contributing to sustainable poverty reduction and promoting local socio-economic development. With its role, the unit proactively advised the Standing Committee of the City Party Committee and the Ben Cat City People's Committee to issue directive documents and implementation plans. In particular, it thoroughly disseminated to Party committees at all levels, authorities, the Fatherland Front and socio -political organizations to set out tasks, develop specific plans and effectively implement them in conjunction with agricultural and rural development...
At the same time, socio-political organizations in Ben Cat City strengthen the dissemination of the Party's guidelines and policies, the State's policies and laws on social credit. Continue to closely coordinate with the Bank for Social Policies in implementing policy credit programs. Consolidate and improve credit quality and operational quality in weak areas, especially improving the operational quality of Savings Groups and Borrowers. Focus on guiding the assessment of loan applicants in accordance with regulations. Urge the collection of due and overdue debts. Strengthen inspection and supervision, and guide borrowers to use capital effectively.
Effective implementation of Directive No. 40
Through implementation, Directive 40-CT/TW has come into life and created a strong, positive impact on policy credit activities; policy capital in Ben Cat City has promoted its effectiveness and affirmed its important role and position in ensuring social security.
In 2019, the total outstanding debt of the local Social Policy Bank was 238 billion 796 million VND (average outstanding debt of 35.4 million VND/customer); provincial and district local trust capital reached 124 billion 804 million VND, overdue debt accounted for 0.05%, with 10 lending programs.
Implementing Directive 40-CT/TW, the City Party Committee and People's Committee of Ben Cat City have paid attention to supporting and creating favorable conditions for the local Social Policy Bank in terms of facilities. Every year, the budget balance is supplemented with capital entrusted to the Social Policy Bank for poor households and other policy beneficiaries in the area to borrow. Up to now, the local capital entrusted to the Social Policy Bank of Ben Cat City is 291 billion 636 million VND (accounting for 50% of the total capital), an increase of 166 billion 832 million VND (1.3 times higher) compared to December 31, 2019. Of which, capital from the provincial budget is 249 billion 139 million VND, an increase of 145 billion 717 million VND (1.4 times higher); Ben Cat City budget is 42 billion 341 million VND, an increase of 20 billion 959 million VND compared to December 31, 2019. The entrusted capital of the local budget has helped the Bank for Social Policies to be more proactive in capital sources, reducing dependence on the central budget.
Policy credit capital has reached the right beneficiaries and achieved socio -economic efficiency. In the past 5 years (2020-2025), the capital has helped 17,266 households borrow policy credit capital; hundreds of households have overcome the poverty and near-poverty threshold, improved their lives, initially created changes in awareness and working methods; created jobs for 13,715 workers; 526 students in difficult circumstances have borrowed capital to cover their study expenses; built and repaired 1,901 clean water and sanitation works; disbursed loans to 213 households to buy, build new and repair houses. In addition, policy capital has also supported employers and non-public preschools and primary schools to borrow capital to pay for suspended wages and restore and maintain operations due to suspension of operations according to the requirements of Covid-19 prevention and control.
“By March 2025, the total outstanding debt at the Transaction Office was VND 580 billion 303 million, an increase of VND 341 billion 507 million (an increase of 1.43 times) with 8,387 customers; the average outstanding debt was VND 69.2 million/customer, an increase of VND 33.8 million/customer compared to December 2019. Policy credit capital has been brought to 100% of neighborhoods and hamlets in the city, creating conditions for the poor and other policy beneficiaries to easily access capital sources.
