Due to a previous personal conflict, at around 9:00 a.m. on March 28, 2025, V.D.MQ called Hoang Trong Ha Vinh, born in 2007 in Dong Khe commune ( Thanh Hoa city) to go to the Bo bridge area, Dong Ve ward to resolve the conflict. When leaving, Q. carried a five-blade knife (like a cleaver, about 50cm long) and invited Dinh Minh Dat, born in 2005 in Dong Ve ward to go with him. At around 9:40 a.m. on the same day, when the subjects were traveling on National Highway 1A through the Bo bridge area, in front of houses 458 and 460 Quang Trung, Dong Ve ward, they met Hoang Trong Ha Vinh riding a motorbike out of Ve Da alley. At this time, Q. held a knife and slashed Vinh twice in a row, seriously injuring his hand. At the same time, Dat drove his car into Vinh, causing Vinh to fall onto the street. During the struggle, Vinh grabbed the knife from Q.'s hand and slashed Q. repeatedly in the head and body, causing serious injuries, then got in the car and left...
At about 8:00 p.m. on April 2, 2025, due to a previous conflict, the subjects including: Le Van Hao, born in 2007; Duong Van Duc Chung, born in 2007; Le Viet Phuc, born in 2006; Ha Vu Quang Thinh, born in 2007; Nguyen Ba Tung, born in 2004; Le Dinh Thang, born in 2005; Nguyen Van Dat, born in 2007; Tran Van Duong, born in 2006, all residing in Trieu Son district; Le Duy Anh, born in 2007 and Tran Tuan Kiet, born in 2007, both residing in Dong Hoang commune (Thanh Hoa city) along with dozens of other subjects riding 7 motorbikes, not wearing helmets, using knives, swords, slingshots, and beer bottles to chase and fight each other along the road from Trieu Son town to Dong Hoang commune (Thanh Hoa city), injuring 1 person. During the chase on the street, the subjects drove motorbikes that had been modified with lights and horns and held knives and swords, chasing each other at high speed, scraping the kickstands on the road, causing sparks and roaring sounds... making many people extremely scared.
Most recently, on May 31, 2025, a group of 26 young people led by Nguyen Gia Khanh, born in 2007 in Nghi Son town and Nguyen Van Thai, born in 2008 in Thanh Hoa city, rode 11 motorbikes carrying slingshots, machetes, five-point knives and beer bottles lined up on the road. Before leaving, the group discussed and agreed to chase and beat whoever they met on the road. At around 11:30 p.m. the same day, the group went to Tran Nhan Tong street, Quang Cu ward (Sam Son city) and met a young man riding a motorbike on the road. The group chased and beat the young man, injuring him. After that, the group dispersed...
Reviewing the three cases above, it shows that the crime situation and law violations related to weapons, explosives, and supporting tools in recent times still contain complex factors.
To improve the effectiveness of crime prevention and combat, violations of the law related to weapons, explosives, and supporting tools, the Provincial Police have implemented many positive solutions, such as promoting measures to propagate, educate and disseminate the law, raise awareness for all classes of people, in order to create a clear change in the work of ensuring security and order (SOT) in the area. Along with that, the police force has increased its forces and means, grasped the situation and area, proactively detected conflicts and disputes early; at the same time, called and warned "bad" elements; strengthened armed patrols, ensured SOT on key routes and areas to detect groups gathering with weapons, dangerous weapons, and showing signs of committing crimes to proactively prevent and stop them. Regularly review and manage residence and business lines with conditions on SOT; Actively inspect, collect, and mobilize people to hand over weapons, explosives, and supporting tools... In addition to the drastic participation of functional forces, people also need to raise awareness, voluntarily hand over weapons, explosives, and supporting tools; actively coordinate to detect and notify the police to promptly handle violations of the law on weapons, explosives, and supporting tools...
