Duong Hoa Commune (merged from 3 communes: Quang Son, Duong Hoa and Quang Long of Hai Ha district before) has a large area of hills, remote areas, and scattered population. Bringing clean water to people, especially ethnic minority and mountainous areas, is not easy. Previously, people in many villages had to travel quite far to carry water for daily activities, or bring water from streams to their homes.
Based on this reality, the Hai Ha district government (before July 1, 2025) invested in the project "Renovation and upgrading of clean water supply works in Duong Hoa commune" with items ensuring treatment according to technical standards on domestic water. Accordingly, before the project was implemented, the rate of households using clean water in the commune was 1,625/4,617 households, equal to 35.1%. After the project was completed (May 2025), this rate reached 2,375/4,617 households, equal to 51.4%. Mr. Pham Thanh Hai, Deputy Head of the Economic Department of Duong Hoa commune, said: Many areas in the commune have saline water so people cannot use it. The investment in clean water supply works has created conditions for people to stabilize their lives and feel secure in developing production.
Ms. Chieu Si Mui (Duong Hoa 8 village, Duong Hoa commune) said: Before, my family had to bring untreated water from the upstream stream for daily use. The water was cloudy on rainy days, and the quality was not guaranteed. I was worried about the health of everyone in my family. But since the clean water project was built, the villagers no longer have to work as hard as before, and feel much more secure.
In recent times, Quang Ninh province has focused on implementing the rural clean water supply project with many plans, solutions, and ways to organize, manage, operate, and exploit the project effectively. Therefore, people in many highland areas have enjoyed clean water right at home, thanks to dams and pipeline systems, tanks, and water supply filters in the commune. These results show that the coverage of clean water for daily life that meets standards for the people is increasingly expanding.
Happy to be able to use clean water, Mr. Truong Van Ly (Quang Ha commune) shared: Previously, the family's water source was well water and stored rainwater. At the end of 2024, the villagers were installed with clean water pipes, everyone was excited. We no longer worry about water shortages like before.
According to the Department of Agriculture and Environment, by the end of 2024, the rate of rural households in the province using hygienic water will reach 100%, of which 85.5% will use clean water meeting QCVN 01-1:2018/BYT standards, higher than the rate of 65% of rural households using clean water meeting the quality standards set by the Government . The province has 278 centralized water supply works, of which 271 are independent works, 7 systems of works are connected from existing works.
To meet the people's water needs and overcome existing shortcomings and limitations, in the 2024-2025 period, Quang Ninh has invested in 20 more rural water supply projects, providing clean water to more than 15,000 households in remote areas; renovating 14 old projects, ensuring compliance with water quality standards. At the same time, there are specific plans for water supply projects that are not operating due to damage...
Clean water is a criterion in the set of indicators of the new rural development program. Clean water works are extremely important, especially for people in rural areas. However, mountainous terrain, sparse population density and people's habit of using water from streams are also a challenge for functional units. In addition, investing in building dams, treatment plants, supply pipeline networks, and operating to bring water to residential areas is quite costly, while the rate of people in some areas using clean water is still low.
In the coming time, along with continuing to review and grasp people's water needs, local authorities need to step up propaganda about the benefits of using clean water in daily life, gradually raising people's awareness, especially ethnic minorities in remote areas.
