Trang Dai Ward determined to restore urban order

Trang Dai Ward People's Committee held a signing ceremony of the coordination regulations for state management of urban order (UT) between 4 core forces, including: Ward Police; Economic, Infrastructure and Urban Department; Executive Board and Security and Order Protection Team of 14 residential areas of the ward on September 17. This activity affirms the determination of the entire political system in rectifying and re-establishing the UOT in the area.

Determined to rectify construction and restore urban order

Immediately after the regulations were signed, the authorities simultaneously stepped in to strengthen inspection and control of e-commerce, land and construction in the area. Many violations were detected, prevented and promptly handled.

One of the most recent cases that was promptly prevented was the case of Mr. L.D.U. (residing in Quarter 4B) who built a solid house on irrigation land (public land managed by the People's Committee of Trang Dai Ward). After discovery, the People's Committee of the Ward forced the violator to dismantle all illegal constructions on September 22, 2025.

Previously, the authorities of Trang Dai ward had inspected and discovered that Mrs. TTH (residing in quarter 4C) and Mr. TVT (residing in quarter 4B) had also built illegal structures on agricultural land. The authorities had propagated, mobilized, and persuaded people to voluntarily dismantle the illegal structures.

Head of the Economic , Infrastructure and Urban Department of Trang Dai Ward Nguyen Phong Phu said: Implementing the direction of the Ward People's Committee, every day, the functional forces regularly organize propaganda and dissemination of legal regulations related to IT and construction. Every week, in the neighborhoods, there are activities to integrate propaganda and dissemination of laws for people to grasp and join hands with the government to build a civilized and modern urban area.

In addition, the Ward Economic, Infrastructure and Urban Affairs Department has coordinated with the Ward Police, the local police, the management board of 14 neighborhoods, and the grassroots security force to conduct patrols, inspect, and promptly handle violations in the fields of land, construction, and urban areas. Since signing the coordination regulations, the ward's functional forces have promptly prevented 5 cases of illegal construction (4 cases on agricultural land and 1 case on public land); mobilized violators to voluntarily dismantle the above constructions and commit not to continue construction. The ward has temporarily suspended 3 illegal constructions and at the same time instructed people to go to the Ward People's Committee to apply for construction permits in accordance with the law.

In parallel with the construction management work, Trang Dai ward has synchronously deployed measures to restore urban areas, maintain environmental sanitation and beautify the landscape. The ward's Economic - Infrastructure and Urban Department continues to coordinate with the police, grassroots security, military and the management board of 14 neighborhoods to carry out the schedule of checkpoints and check the order of the streets and sidewalks in the area. At the same time, maintain regular forces at 6 points where encroachment and trading often occur, including: Thai An Church, Quang Thang Crossroads Market, Phu Tho Crossroads, Truong Sa Secondary School, Nguyen Thai Hoc Primary School and Thanh Hoa Market.

“We maintain strict inspections, remind the checkpoint forces to propagate and mobilize businesses and traders not to encroach on sidewalks and roads, and resolutely handle cases of intentional violations… Thanks to that, the situation of encroachment on roads and sidewalks has had many positive changes,” said Mr. Phu.

The signing of the coordination regulations between core forces is not a tool to bind organizations and individuals to perform tasks, but this is a legal framework that helps to determine the responsibilities between members specifically, clearly, fairly, transparently, and limits the pushing of each other. This regulation not only facilitates coordination in the implementation of tasks but also helps to lead, direct, operate and evaluate the management of IT in the ward more effectively.

Coordination regulations - legal basis to enhance responsibility

Up to now, the majority of people in Trang Dai ward have been conscious of complying with the provisions of the law. However, there are still some people in the area who take advantage of people's trust and lack of knowledge to exploit, divide and sell agricultural land and defraud people of construction work. Therefore, violations of construction order still secretly occur and are concentrated in some neighborhoods: 4C, 4B, 3, 3A and 5A... Some businesses and traders only comply when they see the inspection force, but when the force leaves, the violations continue to recur...

Faced with the above reality, Trang Dai ward continues to mobilize the entire political system to participate with the determination to re-establish and build the electronic information system.

Party Cell Secretary, Head of Ward 2 Phan Van Vuong said: The Ward Executive Board regularly disseminates to each household legal regulations related to land management, construction and IT; promptly reports violations or potential violations so that the ward can take measures to handle them; mobilizes people to voluntarily dismantle illegal constructions, contributing to building a civilized and clean neighborhood.

According to Nguyen Phong Phu, Head of the Economic, Infrastructure and Urban Department of Trang Dai Ward, the ward has set up channels such as hotline numbers and email boxes so that people can report violations. The reported information must be verified and the results reported within 3 working days or 7 days for complicated cases.

Chairman of Trang Dai Ward People's Committee Nguyen Dinh Kien said: The purpose of implementing the signing of the coordination regulations on state management of electronic information in the ward is to clearly define the responsibilities and coordination mechanisms between forces in information, inspection, patrol, control and handling of violations of electronic information; enhance the effectiveness and efficiency of state management of electronic information to prevent violations of the law; maximize the effectiveness of operations and contributions of relevant organizations and individuals in the goal of building a civilized, clean and beautiful Trang Dai ward.
