At the meeting, Mr. Cristiano Amon expressed his impression of Vietnam's rapid development, affirmed that Qualcomm believes in the opportunity to cooperate with Vietnamese partners and is optimistic about the group's business activities in Vietnam.
In Vietnam, Qualcomm has cooperated with Viettel to produce new generation ORAN mobile base stations, with VNPT to develop broadband systems, and with Vingroup to manufacture automobiles. “We decided to choose Vietnam as one of the group’s AI Hubs, serving not only the domestic market but also the region,” said Cristiano Amon. He also announced that Vietnam would become Qualcomm’s global R&D center after the group acquired Movian AI.
Minister Nguyen Manh Hung highly appreciated this decision and said that Vietnam has abundant STEM human resources, a strategy to become a global IT Hub, and a strongly developing technology business ecosystem. The Vietnamese government has implemented many policies to support businesses, such as prioritizing the purchase of domestic high-tech products and tax incentives for businesses investing in research.
The Minister also emphasized that Vietnamese people are very suitable for the fields of science , technology and innovation. The Vietnamese government has a strategy to turn the country into a global R&D center and will train 100,000 more high-quality engineers in high-tech industries by 2030. Vietnamese enterprises, especially Viettel, are very satisfied with Qualcomm, as Viettel's 5G O-RAN equipment using Qualcomm chips has been certified to national standards.
With its policy of supporting the production of high-tech products, the Vietnamese Government not only supports technology development but also products, with a tax refund mechanism of up to 4 dong for every 10 dong spent on technology products. These policies do not conflict with Qualcomm's chip business.
Minister Nguyen Manh Hung also shared the national semiconductor industry development strategy according to the formula C = SET + 1 (S - specialized chips, E - electronics industry, T - STEM human resources), aiming to turn Vietnam into a center for semiconductor production and human resource supply. The Minister suggested that Qualcomm should open a chip research center in Vietnam and support products using Qualcomm chips, especially in the IoT field.
Mr. Cristiano Amon proposed the establishment of a joint working group between the Ministry of Science and Technology and Qualcomm to discuss cooperation opportunities in detail, and pledged that Qualcomm will accompany Vietnam to take advantage of opportunities from global technological changes. Qualcomm also wishes to help Vietnamese technology products reach the world.
Responding to the Minister’s question about specific support methods, Mr. Amon said Qualcomm will provide KPIs to measure Viettel’s products and introduce them in the group’s global ecosystem. At the same time, Qualcomm is ready to support Vietnamese businesses towards the mobile market using AI.
Qualcomm's Chairman also shared the path Vietnam should take to master technologies, especially emerging technologies. He recommended that Vietnam should take advantage of the changes brought about by AI, as current data centers are mainly used to train AI and will soon operate AI.
Minister Nguyen Manh Hung said that after 40 years of attracting foreign direct investment (FDI), Vietnam is changing its policies. The Ministry of Science and Technology is amending regulations on FDI incentives, shifting from incentives based on investment amount to incentives based on the level of technology transfer. Therefore, Qualcomm's expansion of R&D in Vietnam will enjoy many incentives from the Government.
At the end of the meeting, Minister Nguyen Manh Hung expressed his belief in the prospects of cooperation between Qualcomm, Vietnam and domestic enterprises, wishing "Qualcomm to succeed in Vietnam and from that success, contribute to Vietnam's success".
