The Navy continues to innovate emulation and reward work.

Vice Admiral Tran Thanh Nghiem, Commander of the Navy, delivered the opening speech at the Congress.

On the morning of September 25, in Hai Phong, the Navy held the Emulation Congress for Victory (TĐQT) for the period 2019 - 2024. Senior Lieutenant General Pham Hoai Nam, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense attended and directed the Congress.

Attending the Congress were Vice Admiral Tran Thanh Nghiem, member of the Party Central Committee, member of the Central Military Commission, Commander of the Navy; Lieutenant General Nguyen Van Bong, Secretary of the Party Committee, Political Commissar of the Navy, Chairman of the Emulation and Reward Council (TĐKT) of the Navy; leaders of localities ( Ho Chi Minh City, Hai Phong, Quang Ninh, Khanh Hoa); representatives of functional agencies of the Ministry of National Defense; representatives of Heroes of the People's Armed Forces (LLVT) and typical and outstanding collectives and individuals of the Navy in the period 2019 - 2024.

The report affirmed that over the past 5 years, the emulation movement and the international emulation movement of the Navy have developed strongly; closely linked with the patriotic emulation movement and movements and campaigns of all levels, sectors and localities, becoming a driving force, attracting and encouraging officers and soldiers of the entire Navy to constantly strive to excellently complete assigned tasks.

Senior Lieutenant General Pham Hoai Nam, Deputy Minister of National Defense, authorized by the Prime Minister, awarded the Fatherland Protection Medal to the Navy.

The service always maintains high vigilance, proactively grasps the situation, promptly advises and directly handles situations in accordance with policies, avoiding being passive or surprised. Regularly and strictly maintains forces and means ready for combat; organizes patrols, controls, and strictly manages sea areas; resolutely and persistently prevents acts of infringement on sea and island sovereignty; protects the safety of strategic targets and marine economic activities. Training, education, scientific research, and development of naval military art continue to be comprehensively innovated, with increasingly improved quality. The overall quality and combat strength of the service meet the requirements of the task of protecting the sovereignty of the sea and islands of the Fatherland in the new situation.

The Navy has promoted its core role in building the all-people national defense (QPTD) and the people's war posture at sea, becoming a bright spot for the entire army and the entire country with many creative, effective and strategic models and methods. In difficult times, Navy officers and soldiers have shown their infinite loyalty to the Party and the Fatherland, their close ties with the people, their loyalty to international friends, always upholding their responsibilities, fulfilling their assigned tasks, building a clean and strong Party organization, a comprehensively strong unit that is "exemplary and typical".

Over the past 5 years, the Navy has had 1,532 collectives and 2,864 individuals commended and rewarded at the International Congresses at all levels. The Navy was awarded 02 Fatherland Protection Medals by the President (01 First Class, 01 Third Class), 01 collective was awarded the title of Hero of the People's Armed Forces and 01 collective was awarded the title of Hero of Labor in the Renovation Period; 4,891 collectives and individuals were commended at the State and Ministry of National Defense levels.

At the Congress, delegates exchanged and shared experiences on new models, creative and effective ways of doing things, thereby spreading widely throughout the entire Navy; at the same time, it was also an important milestone, affirming the new development of the TDQT movement, affirming the determination of officers and soldiers of the entire Navy to always uphold revolutionary heroism, solidarity, and emulation to establish outstanding achievements and feats, contributing to building a revolutionary, disciplined, elite, and modern Vietnam People's Navy, successfully completing the tasks assigned by the Party, State and People.

The Chief of the Navy Command awarded the Emulation Flag "Outstanding unit in the emulation movement to win the period 2019 - 2024" to the collectives.

Speaking at the Congress, on behalf of the leaders of the Ministry of National Defense, Senior Lieutenant General Pham Hoai Nam congratulated the Navy on its outstanding achievements in the emulation movement in the period of 2019 - 2024. In response to the requirements of protecting the sovereignty of the sea and islands, the Deputy Minister of National Defense hoped that the Navy would continue to innovate emulation work, promote the emulation movement, focusing on thoroughly grasping and implementing the directives and resolutions of the Party and Ho Chi Minh's thought on patriotic emulation; the directives of the Central Military Commission and the Ministry of National Defense on "Continuing to innovate emulation and reward work"; strengthening leadership, direction, raising awareness, making the spirit of emulation to win become the consciousness, responsibility, and regular action of each agency, unit, each officer and soldier; creating a climax of revolutionary action, truly a great driving force, contributing to improving the overall quality and fighting strength of the Army Corps.

Focus on education to arouse love for the homeland, the country, the sea and islands, so that in any circumstances, Navy officers and soldiers are always steadfast in their goals and fighting ideals, absolutely loyal to the Party, the Fatherland and the people. It is necessary to closely link the emulation movement to win with the patriotic emulation movement, with campaigns of all levels, sectors and localities. Enhance combat readiness, firmly protect sovereignty over the sea and islands; maintain law enforcement at sea, protect fishing grounds, combat illegal, unreported and unregulated fishing; build a solid national defense posture associated with a solid people's security posture at sea and islands.

The Deputy Minister of National Defense also requested Party committees and commanders at all levels in the Service to regularly innovate emulation work and international emulation movements. On behalf of the Prime Minister, Senior Lieutenant General Pham Hoai Nam awarded the Third Class Fatherland Protection Medal to the Navy and two individuals for their outstanding achievements in performing tasks on the Truong Sa archipelago from 2021 to 2023. Also on this occasion, the Chief of the Navy Command awarded the Emulation Flag "Outstanding unit in the emulation movement to win the period 2019 - 2024" to 21 collectives in the Navy./.
