From November 16-21, 2025, due to the influence of cold air combined with strong easterly winds, in the South Central region, there was a particularly heavy and prolonged period of heavy rain and floods, causing major floods and historic flooding in many localities, especially in the provinces of Dak Lak, Khanh Hoa, Gia Lai, Lam Dong. Currently, the rain has decreased and the floods have gradually receded. To focus on overcoming the consequences of floods, promptly restore production and business activities, quickly stabilize people's lives after floods, and implement the direction of Prime Minister Pham Minh Chinh at the Government meeting on the morning of November 23, 2025, the Ministry of National Defense requests agencies and units to continue to thoroughly implement the Prime Minister's and the Ministry of National Defense's telegrams on focusing on responding to particularly large floods in the South Central region.
The General Staff directed agencies and units to mobilize maximum forces and means, resolutely deploy measures to quickly overcome the consequences of floods, inundation, and landslides in a spirit of urgency, speed, determination, and effectiveness; proactively coordinate with local Party committees, authorities, and forces in the area to approach households in areas affected by floods and landslides in recent days to promptly overcome the consequences, provide emergency relief with food, clothing, medicine, and necessities for people, and continue to search for missing people.
The General Department of Logistics and Engineering strengthens direction, urging, and inspection of subordinate units to do a good job of overcoming the consequences of floods, inundation, and landslides; directs the Military Medical force to synchronously deploy sanitation measures, epidemic prevention, disinfection spraying, medical examination and treatment, and free medicine distribution to the people. Units organize the production of dry food, sewing civilian clothes, and blankets according to the direction of the Head of the Ministry of National Defense (in Official Dispatch No. 7516/CD-BQP dated November 22, 2025 of the Ministry of National Defense); transport relief goods from the State Reserve Department ( Ministry of Finance ) to localities affected by floods, inundation, and landslides and hand them over to Military Region 5 and Military Region 7 to receive and distribute according to regulations.

The Ministry of National Defense requested Military Region 5 and Military Region 7 to direct the Military Commands of the provinces, agencies and units under their authority to mobilize forces and means to coordinate with local Party committees and authorities to immediately approach households in areas affected by deep flooding, isolation due to floods and landslides in recent days to promptly support people in cleaning and sanitizing houses, roads, schools, medical facilities, offices, factories and businesses, and repairing damaged houses, to be completed before November 30, 2025.
The Air Defense - Air Force and the 18th Army Corps are ready with forces and means to conduct search and rescue flights; transport food, medicine, and necessities to flooded, isolated, and cut-off areas upon order from the Ministry of National Defense.
The Information and Communications Corps, the Military Industry and Telecommunications Group, in coordination with the provincial Military Command and localities, will ensure forces and means to immediately fix telecommunication signal loss incidents, ensuring uninterrupted communication. The Chemical Corps, in coordination with Military Region 5, will mobilize forces and means to support localities in clearing roads, spraying disinfectants to ensure environmental sanitation, and preventing and fighting epidemics.
Other units coordinate with local authorities and military commands of the provinces where they are stationed to carry out the task of being ready to mobilize the best forces and means to overcome the consequences, search and rescue, and participate in building and rebuilding houses for people affected by floods, inundation, and landslides.
The Ministry of National Defense requires agencies and units to urgently and seriously implement the implementation, ensuring absolute safety of forces and vehicles during the implementation process; for contents beyond their authority, report to the Ministry of National Defense for timely resolution. Every day, agencies and units report the implementation results to the Ministry of National Defense through the Ministry's Command and the Department of Rescue and Relief (General Staff) before 2:00 p.m. for synthesis and reporting to the Government.
