Supporting people with revolutionary contributions in housing is a major policy of the Party and State to implement the policy of gratitude and repayment to those who have contributed to the cause of national liberation struggle, building and defending the Fatherland. Over the years, the policy of supporting housing improvement for households with revolutionary contributions has always received special attention and direction from the Provincial Party Committee and government for implementation.
In April 2025, the family of Mr. Pham Cam (a resistance activist with a medal), Gieng Sen village, Tien An commune, Quang Yen town, was busy repairing the house that had been built for many years, hoping to complete it soon before the upcoming storm season. Appreciating the attention of the Party, the State, authorities at all levels, and neighbors for his family, Mr. Pham Cam emotionally shared: The housing support policy for people with revolutionary contributions and relatives of martyrs of the Party and State is very humane and meaningful. The house my family built a long time ago has now seriously degraded. Knowing that there would be dangers and inconveniences, but for many years, due to difficulties, we have not had the conditions to renovate and repair it. With the attention of the province, all levels and sectors, we have supported part of the cost for the family to repair it to ensure safety and peace of mind, especially during the upcoming storm season.
Previously, at the end of 2024, Mr. Bui Dinh Tuc's family, group 4, area 9, Hoanh Bo ward, Ha Long city, happily returned to their new house after nearly 3 months of construction. Mr. Tuc, who had participated in the resistance war, was 21-40% contaminated with toxic chemicals. His family lived in a small, dilapidated level 4 house built in 1990. Understanding the family's difficult circumstances, through a survey, the Military Region 3 Command supported 50 million VND; Ha Long city supported 80 million VND to help the family build a new house.
Supporting people with revolutionary contributions and martyrs' relatives to improve their housing is the responsibility of the whole society. In addition to the state budget, funding to support people with revolutionary contributions and martyrs' relatives to improve their housing is also mobilized from contributions from organizations, individuals and other mobilized funding sources.
The implementation of policies always receives consensus and support from the entire political system; the active participation and proactive implementation of all levels, sectors, localities, organizations, units and people. The support is guaranteed to reach the right subjects.
In recent years, there have been tens of thousands of cases of housing support. These are specific actions to care for the lives of people with meritorious services and families with preferential policies, creating positive effects in social life, contributing to strengthening the strength of solidarity and unity among the people. According to statistics from the authorities, in 2009 - 2010, implementing the housing support program for poor households according to Decision No. 167/2008/QD-TTg of the Prime Minister , the province supported nearly 4,000 poor households with housing, of which 81 poor households with meritorious services to the revolution were supported with housing with a budget of over 2 billion VND.
In 2011-2012, the “Repaying gratitude” fund supported the repair and construction of 382 houses for families of people with meritorious services with a total cost of over 11 billion VND. From 2013-2024, Quang Ninh completed housing support for a total of 12,950 households according to Decision No. 22/2013/QD-TTg of the Prime Minister on housing support for people with meritorious services to the revolution.
According to the Housing Support Project for People with Meritorious Services to the Revolution and Relatives of Martyrs in the Province in 2025 approved by the Provincial People's Committee in Decision 1168/QD-UBND dated April 17, 2025, this year in the province there are about 306 households of people with Meritorious Services to the Revolution and Relatives of Martyrs (122 households needing new construction and 184 households needing renovation and repair) with degraded or damaged houses that are eligible for support to build new houses or renovate and repair houses.
With a support level of 80 million VND/household for new house construction and 40 million VND/household for house renovation and repair, the total estimated cost of the project is over 17.2 billion VND, of which the central budget supports over 6.4 billion VND and the provincial budget 10.7 billion VND. In addition to the support capital from the state budget, depending on the actual situation, localities can mobilize other legal sources and contributions from supported households to increase the support level. In case of an increase in the number of households needing housing support, the province assigns localities to arrange funds to implement according to regulations, ensuring completion according to the set schedule.
