Speaking at the meeting, General Secretary To Lam expressed his emotion at being able to express gratitude for the immense contributions of the people and the people's armed forces to the Party's revolutionary cause in the complete liberation of the South and the reunification of the country, as well as in the construction, development, and protection of the Fatherland.

For the past 50 years, the historic days of April have been an occasion to recall the glorious and heroic traditions of the resistance war against the US to save the country, the brilliant leadership of the Party and the great President Ho Chi Minh, and the bravery, resilience, indomitability, and immense sacrifices of the entire nation for the goal of national reunification.

Informing about the country's situation and the strategic policies and directions outlined by the Party in the era of building a strong socialist Vietnam, standing shoulder to shoulder with the world's leading powers, the General Secretary stated that the Central Committee has identified three key tasks to focus on from now until 2030 and 2045: preserving and maintaining a peaceful, secure, and orderly environment for national development; achieving rapid and sustainable socio-economic development; and improving the lives of the people, especially the working class.

In the process of achieving these goals, the country has encountered and continues to face unforeseen difficulties. However, thanks to the political acumen, unity and cohesion of the Central Committee, the efforts of Party members and officials, and the support and approval of the people, the goals set forth in the Resolution of the 13th National Congress have been fundamentally achieved, creating conditions for completion and even exceeding expectations before the 14th National Congress of the Party.

The draft documents for the 14th Party Congress have been largely completed and will be sent to Party organizations for comments, and then submitted to the general public for their input.

The General Secretary affirmed that the 11th Central Committee Meeting of the 13th Party Congress is considered a historic meeting in the revolutionary journey of our country. The Central Committee unanimously agreed on the contents related to the reorganization of the political system's apparatus; the reorganization of administrative units and the two-tiered local government structure with a long-term vision, at least 100 years ahead, ensuring the formation and expansion of a new space for economic, social, and cultural development suitable for the country's development and integration, and strengthening national defense, security, and foreign relations capabilities.

In terms of foreign relations, from the beginning of 2025 to the present, Vietnam has become the focus of global attention as it aggressively pursues a revolution to streamline its organizational structure; reorganize administrative units; and apply many flexible and creative measures to address economic, financial, and investment cooperation issues with foreign partners. Vietnam has affirmed a new level and a new position on the world political map.

Regarding future development orientations, the General Secretary emphasized that, in the current context, ensuring a peaceful, stable, secure, and safe environment for national construction and development is extremely necessary. Besides economic self-reliance and stability, we must build a revolutionary, regular, elite, and modern armed force, ensuring combat and victory in all forms of warfare, especially high-tech warfare.

The Ministry of National Defence is restructuring its units to align with the new administrative organizational model, with the goal of ensuring a strong national defense posture, guaranteeing combat and victory in all wartime situations, and serving as a solid support for all levels of government and the people.

After three rounds of restructuring, the People's Public Security Force has become significantly streamlined, operating effectively and efficiently, ensuring political security and social order, and contributing to strategic planning and socio-economic development.

Regarding socio-economic development, the General Secretary stated that the Politburo will soon issue a resolution on the private economy, creating conditions for the private sector to participate more extensively in the national economy.

The Party Committee of the Government is coordinating with the Party Committee of the National Assembly to institutionalize Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, and to issue guiding documents so that the new regulations can be put into practice soon.

The General Secretary stated that the fight against corruption, waste, and negative phenomena will continue to be carried out with determination and decisiveness, without exception, especially during the process of organizing Party congresses at all levels, restructuring the administrative system, and relocating agency headquarters...

In the coming period, there needs to be a nationwide movement to practice thrift and combat wastefulness in the lives of each family and each individual, because wastefulness in society is still very significant. The people need to participate more strongly in the task of preventing and combating corruption, wastefulness, and negative practices.

He stressed the need for strong reforms in processes and policies to meet development requirements; promoting decentralization and delegation of power, ensuring that the Central Government strengthens macroeconomic management, maintains its role in creating and developing, and grants more autonomy and initiative to all levels of government.

Local proposals and recommendations must be seriously, promptly, and responsibly considered by the central government, and must be answered decisively, within the stipulated time, and clearly…
