The People's Council of Hai Duong province has issued a new resolution, Resolution No. 20/NQ-HDND, amending and supplementing a number of articles of Resolution No. 01/NQ-HDND dated February 20, 2025 of the Provincial People's Council to support housing costs for families of people with revolutionary contributions, relatives of martyrs, poor households, and near-poor households in Hai Duong province.
According to the new resolution, the Provincial People's Council decided to support funding for building new houses or repairing existing houses for 1,453 households residing in Hai Duong province who have requested housing support and are families of people with meritorious services to the revolution, relatives of martyrs; poor households, near-poor households according to multidimensional poverty standards; people with meritorious services to the revolution, relatives of martyrs. People from poor households, near-poor households who are entitled to support under this resolution have built or are repairing new houses and then pass away, support will be provided to family representatives.
The number of households supported under this resolution decreased by 185 households compared to Resolution No. 01/NQ-HDND issued on February 20.
The support level for building new houses is 100 million VND/house, repairing existing houses is 50 million VND/house (remains the same as Resolution No. 01/NQ-HDND).
The total support budget for 1,453 households is 107.25 billion VND, a decrease of 13.75 billion VND compared to the total support budget in Resolution No. 01/NQ-HDND.
According to the People's Committee of Hai Duong province, during the implementation process, some households died before the housing renovation was carried out; some cases that were supported under Decision No. 22/2013/QD-TTg of the Prime Minister after being reviewed were not eligible for support; some cases were arranged new accommodation by their families, but did not need support... leading to the number of households in need of support in reality decreasing compared to the approved resolution (185 households).
At the same time, some households requested to change their support needs from new construction to repair or from repair to new construction. For people with meritorious services to the revolution and relatives of martyrs, 11 households changed from new construction to repair, 17 households changed from repair to new construction. For poor and near-poor households, 7 households changed from new construction to repair, 16 households changed from repair to new construction.
Some localities proposed to adjust and supplement information of subjects due to inconsistent records.
Therefore, the Provincial People's Committee has submitted to the Provincial People's Council to adjust some contents of Resolution No. 01/NQ-HDND as a basis for implementation, providing support funding in accordance with the construction reality of households, ensuring good implementation of social security policies in Hai Duong province.
