Quang Nam focuses on removing difficulties and shortcomings in the management of public land and residential land.

Accordingly, in order to focus on leading and directing the removal of difficulties, obstacles and shortcomings in the management of public land and residential land in the province, the Provincial Party Standing Committee requested Party committees, Party organizations and authorities at all levels in the province to focus on implementing the following key contents: Thoroughly grasp and be consistent with the viewpoint "Whatever is beneficial to the people, do your best, whatever is not beneficial to the people, avoid it"; the settlement of issues related to the management of public land and residential land must comply with the provisions of land law (especially the 2024 Land Law and related legal documents), in accordance with the practical situation as well as historical factors in the management and use of land in the province, within the authority, strictly in terms of order and procedures, ensuring objectivity and fairness. Review and evaluate each specific case of land use to clearly determine the rights and responsibilities of the relevant parties.

The Standing Committee of the Provincial Party Committee requested the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to absorb the opinions of the delegates attending the conference, urgently study and complete the process of reviewing and counting public land funds (in the direction of simplifying procedures, suitable to the practical conditions of the locality) and handling directions after reviewing; solutions to handle public land (during the review period), residential land to guide and implement uniformly throughout the province before October 1, 2024. Direct the Department of Natural Resources and Environment to focus on supporting the People's Committee of Nui Thanh district to review public land areas related to the Thaco Chu Lai Industrial Park Project (451ha), to be completed before October 31, 2024.

For public land: Focus on directing districts, towns and cities in the province to resolutely review public land according to the instructions on the review steps of the Provincial People's Committee, to be completed before June 30, 2025. For public land areas that have completed the review and been removed from the public land fund, compensation and support will be implemented according to current legal regulations. For public land areas that have not completed the review and are related to site clearance for projects and works, it is agreed to implement compensation and support according to Option 1 in Report No. 955-BC/BCSĐ of the Party Committee of the Provincial People's Committee; at the same time, adjust and increase the compensation level for investment costs on the remaining land and support for stabilizing life when the State reclaims land for households and individuals using public land; implement uniformly with cases of land reclaiming that are in the public land area...
