Starting from noon on November 6, the An Phu commune government ( Quang Ngai province) urgently mobilized and evacuated people in coastal areas and fragile houses to concentrated shelters. At Pho An Primary School, one of the 11 evacuation points of the commune, households were arranged temporary accommodation, fully equipped with mats, blankets and food.

Ms. Le Thi Can (residing in Pho Truong village, An Phu commune) said that her family of four lives in a level 4 house by the sea, so every time the storm season comes, they are always in fear. "Hearing the news of a strong storm, the government mobilized, so my whole family reinforced the house, packed up their belongings and came here to take shelter. We are worried about our property, but the most important thing is to ensure our safety first," Ms. Can shared.
According to Mr. Tran Ngoc Xon, Vice Chairman of the People's Committee of An Phu commune, the locality has arranged 11 evacuation points concentrated at schools, People's Committee headquarters and solid pagodas to welcome people to take shelter. "The total number of evacuated households in the area is 834 with 2,840 people. The work is being implemented synchronously and is expected to be completed before 2:00 p.m. this afternoon," Mr. Xon informed.
In Sa Huynh ward, a locality bordering Gia Lai province, storm response work was activated early on November 5. The ward authorities requested all officials and people to closely monitor the storm's developments, proactively brace houses, trim trees, and be ready to evacuate when ordered.

Mr. Nguyen Viet Thanh, Chairman of the People's Committee of Sa Huynh Ward, said that the ward has more than 32,000 people, of which 3,600 people live in unsafe housing areas and need to be evacuated. "In the past 2 days, the ward has continuously announced the storm situation via loudspeakers, instructing people to reinforce their houses, pack their belongings and go to evacuation points. We have currently prepared 65 concentrated shelters, with enough mats, blankets, food and drinking water. The evacuation will be completed many hours before the storm," Mr. Thanh said.
In Mo Cay commune, dozens of officers and soldiers of Duc Minh Border Guard Station went down to the coastal villages to help people reinforce their houses and barns. The timely presence of the border guards helped people feel more secure when facing the big storm. Ms. Nguyen Thi Khi (Minh Tan Nam village) emotionally shared: "I live alone so I cannot reinforce my house myself. Thanks to the help of the soldiers, my house was firmly reinforced before the storm came, I feel much more secure."

Chairman of the People's Committee of Mo Cay Commune, Tran Ngoc Nam, said that the commune has four coastal villages, including Village 4, Minh Tan Bac, Minh Tan Nam, Dam Thuy Bac and Dam Thuy Nam, all of which are in the danger zone. "By 1 p.m. this afternoon, we will have completed the relocation of 621 households with 1,342 people to temporarily stay at 413 households with solid houses in the safe area," said Mr. Nam.
According to the response plan for storm No. 13 Kalmaegi issued by the People's Committee of Quang Ngai province, the whole province has nearly 27,000 households with nearly 98,500 people needing to evacuate, belonging to 77/96 communes, wards and towns. Provincial leaders requested localities to complete the evacuation work before 4:00 p.m. on November 6, especially the southern coastal communes and Ly Son island district must complete it before 1:00 p.m. on the same day.
