
Coastal localities and provincial authorities have activated urgent plans to respond to the storm, focusing on enhancing storm forecast information, arranging gathering places, interspersing, and ensuring food to ensure living conditions for people at shelters.
Sa Huynh Ward has more than 32,000 residents. The locality is forecast to be directly affected if storm No. 13 makes landfall. Mr. Nguyen Viet Thanh, Chairman of Sa Huynh Ward People's Committee, said that the locality has conducted a review in residential areas according to a detailed storm response scenario. Through the review, it was determined that 3,600 people have unsafe housing and need to be evacuated.
Over the past two days, the ward has continuously announced storm forecasts on the mass media, asking people to proactively brace their houses and trim trees before the storm makes landfall. Some residential groups have also set up groups to go door-to-door to inform people to urgently brace their houses, pack up and raise their belongings, and prepare to evacuate to safe places arranged by the local government.
Chairman of Sa Huynh Ward People's Committee Nguyen Viet Thanh added that Sa Huynh Ward has completed the arrangement of 65 evacuation points with enough mats, blankets, food and drinking water. The evacuation will be carried out by the ward many hours before the storm makes landfall.
Head of the Thach Bi 2 Residential Group, Sa Huynh Ward, Pham Hong Mong, said that the Residential Group has used mobile loudspeakers to call on households whose houses are unsafe to go to shelters since this morning, November 6. For elderly and sick households, we have coordinated with the ward's functional forces to help move people to a safe place, determined not to let people stay at home before the storm hits.

Quang Ngai currently has Ly Son special economic zone and 12 coastal communes and wards in key areas at risk of being severely affected by storm No. 13. In addition to the efforts of local authorities, Border Guard Stations stationed in the coastal areas of Quang Ngai province have mobilized hundreds of officers and soldiers to residential areas to help people reinforce their houses to cope with storm No. 13.
In Mo Cay commune, dozens of officers and soldiers of Duc Minh Border Guard Station under Quang Ngai Provincial Border Guard spread out to residential areas to urgently help people reinforce their houses and barns to cope with storm No. 13. The timely presence of the soldiers helped people in this coastal area feel more secure when coping with the storm. Ms. Nguyen Thi Khi, Minh Tan Nam village, said that she was alone so she could not reinforce her house. With the help of officers and soldiers of Duc Minh Border Guard Station, her house was reinforced before storm No. 13 made landfall and she felt very secure.
Lieutenant Colonel Nguyen Tien Hai, Political Commissar of Duc Minh Border Guard Station, said that the Station is located in a coastal commune. Whenever there is a natural disaster or when people need it, we mobilize soldiers to focus on supporting the people. The Station coordinates with local authorities to survey poor and single households that do not have the conditions to reinforce their houses and concentrate forces to help people, ensuring that people complete their reinforcements before the storm as soon as possible.
Chairman of Mo Cay Commune People's Committee Tran Ngoc Nam said that the locality has 4 coastal villages (Village 4, Minh Tan Bac, Minh Tan Nam, Dam Thuy Bac, Dam Thuy Nam) located in the storm's dangerous area. With the help of border guards, hundreds of houses of coastal residents have been reinforced. "To ensure the safety of people's lives, the commune has surveyed and relocated 621 households/1,342 people to 413 households with solid houses. Before 1 p.m. this afternoon (November 6), we will complete the arrangement of people before the storm arrives," said Mr. Nam.

Due to the impact of storm No. 13, early this morning (November 6), Quang Ngai province experienced heavy rain. Coastal localities of Quang Ngai province are implementing detailed scenarios to respond to situations of strong storms and floods after the storm, following the method of "going to every alley, knocking on every door", ensuring that all people are regularly informed and proactively prevent and combat storms.
According to the Quang Ngai Province Hydrometeorological Station, due to the influence of storm No. 13, at 4:00 a.m. this morning (November 6), the sea area of Quang Ngai had winds from the North to the Northwest gradually increasing to level 6-7, gusting to level 8-9. From this evening, the mainland coastal area of the East of Quang Ngai province had winds gradually increasing to level 6-7, then increasing to level 8-9, the area near the eye of the storm had strong winds of level 10-12, gusting to level 14-15; the West of the province had winds gradually increasing to level 6-7, the area near the eye of the storm had strong winds of level 8, gusting to level 10-11. The impact of the storm, rainfall in many areas in Quang Ngai could reach 200-500mm.
