Quang Ninh: Quickly complete the organizational structure according to the new model

Synchronous participation, high determination

Immediately after receiving the policy from the Central Government, the Standing Committee of the Quang Ninh Provincial Party Committee showed determination, initiative, and closely directed the development of the Project of not organizing at the district level; the merger of commune-level administrative units was also carefully considered, based on factors of geography, population, economy , culture, and history, in order to create new administrative units of more reasonable size, capable of undertaking development tasks in the new situation. The Provincial Party Committee directed the Provincial People's Committee to act urgently and decisively. The synchronous participation of the entire administrative system has created a new atmosphere and strong motivation for the implementation of this important project.

Up to now, all levels and sectors of Quang Ninh province are actively building and completing project dossiers with a proactive spirit, both urgent and making efforts to speed up work progress, while ensuring full compliance with legal procedures, regulations and instructions from superiors. During the process of carrying out stages and steps, Quang Ninh focuses on widely communicating the necessity, significance and benefits of the arrangement of administrative units and the construction of a two-level government model. Party committees at all levels, the government, the Fatherland Front and socio -political organizations actively propagate and mobilize cadres, party members and people to participate and contribute ideas to the project development process. In particular, listening and promptly answering concerns and questions is an important factor contributing to strengthening trust and consensus for the province's policies.

Discussing at the meeting of the Provincial Party Standing Committee, which heard a report on the implementation of the two-level local government model, without organizing the district level and merging commune-level administrative units, opinions were highly unanimous on the necessity and correctness of completing the decentralization and delegation plan for the two levels of local government after the arrangement. Clearly defining the functions, tasks and powers of each level is an important premise for the government apparatus to operate synchronously, smoothly and effectively.

Many important issues were discussed, from the plan to decentralize specific authority to the commune level in the fields of state management, to the organizational model of the commune level after the merger and the arrangement and assignment of staff and civil servants to ensure both quality and suitability to the actual situation. In addition, the arrangement, management and handling of public assets after the merger were also given special attention, ensuring the effective and proper use of assets.

Ensuring smooth flow from provincial to grassroots level

Concluding the conference, Party Central Committee member and Provincial Party Secretary Vu Dai Thang once again affirmed that this is a particularly important political task, of strategic significance for the province's development in the coming period. To ensure that the two-level local government model can officially come into operation from July 1, 2025 as planned, the Provincial Party Secretary requested the Provincial People's Committee Party Committee, the Provincial Party Committee's Organization Board and relevant agencies to absorb comments and contributions, continue to study and perfect the proposed plans.

One of the key tasks emphasized by the Secretary of the Quang Ninh Provincial Party Committee is to soon complete the organizational structure of the entire political system, especially the Party organization and the government apparatus in the new model. This requires careful preparation in terms of personnel, working procedures and coordination mechanisms, ensuring smooth leadership and direction from the provincial level down to the grassroots level. For public service units at the district level, the Secretary of the Provincial Party Committee directed that the current operating model will be maintained for the time being so as not to cause major disruptions during the transition process; however, the overall management responsibility will be assigned to provincial-level units.

For the District-level Construction Investment Project Management Boards, the Provincial Party Secretary requested that the transfer to the Provincial Project Management Boards be completed before May 15. On that basis, it is necessary to carefully review the list of ongoing projects, develop a specific implementation roadmap, ensure the progress and quality of the projects, and accelerate the disbursement of public investment capital in 2025. For the management boards of relic sites and scenic spots with management scopes covering many communes and wards, the current status quo must be transferred to specialized state management agencies at the provincial level. After the Central Government has an official policy on this issue, Quang Ninh province will continue to implement specific arrangement plans.

Provincial Party Secretary Vu Dai Thang also paid special attention to the Standing Committees of the district-level localities on the preparation of the Party Congress for the post-merger communes. This is an important political event, of decisive significance to the development of the new administrative units in the coming term. The preparation of congress documents must closely follow the major development orientations of the province; the preparation of personnel must be carried out in accordance with the regulations and instructions of the Central Government on the organization of the apparatus of the commune-level administrative units after the reorganization.
