
In October 2025, the implementation of Resolution No. 57NQ/TW of the Politburo , Decision No. 204QD/TW of the Secretariat and Plan 02-KH/BCĐTW was carried out drastically, promptly and synchronously. The Provincial Steering Committee also issued a plan to implement the conclusion notice of the General Secretary, Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development with 80 specific tasks.

Overview of the meeting.
Regarding digital transformation and public administrative services, the whole province has achieved impressive numbers: By October, there were 837 full-process online public services; the total number of public services integrated into the National Public Service Portal was 1,595; the rate of online records in the whole province reached 72.63%, of which the commune level reached 74.57%. The rate of digitization of records and results of administrative procedure settlement reached 91.02%; the rate of exploitation and reuse of digitized data information reached 92.62%.
In addition, the development of community digital technology teams has also made important progress: The whole province currently has 1,086 teams with more than 8,130 participating members, playing a role in supporting officials and people to access digital platforms and services conveniently.
Concluding the meeting, Comrade Nguyen Van Phuong, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee requested to continue strengthening the leadership of Party committees at all levels, promoting the role and responsibility of leaders in implementing the tasks of developing science, technology, innovation and digital transformation. The Steering Committee will periodically compile statistics and report on the progress of implementing targets on a monthly and quarterly basis, so that departments and branches can focus resources, prioritize funding for digital transformation tasks, and invest in telecommunications infrastructure and software projects. He also emphasized that priority will be given to training digital skills for grassroots civil servants and strongly deploying the digital government model, promoting the settlement of administrative procedures via mail, public service kiosks and developing smart operation centers.
