Quang Tri urges implementation of 2 airport projects in the province

The People's Committee of Quang Tri province said it has just issued a document on speeding up the implementation of the project to upgrade and expand Dong Hoi Airport and the Quang Tri Airport Construction Investment Project.

According to the People's Committee of Quang Tri province, the project of constructing Passenger Terminal T2 and expanding the aircraft parking lot - Dong Hoi Airport, the project of constructing Dong Hoi Air Traffic Control Tower and auxiliary items; and the project of investing in and constructing Quang Tri Airport are key infrastructure projects of strategic significance to the socio-economic development of the province.

To ensure the progress of completing projects as directed by the Government, the People's Committee of Quang Tri province requested Vietnam Airlines Corporation (ACV) to focus resources, speed up the completion of procedures, urgently carry out construction, and strive to complete the T2 Passenger Terminal Construction Project and the expansion of the aircraft parking lot and the Dong Hoi Air Traffic Control Tower Construction Project and auxiliary items by April 30, 2026.

At the same time, it is recommended that Vietnam Air Traffic Management Corporation proactively and actively coordinate with relevant departments, branches and units to promptly speed up the completion of approval procedures for project packages, ensuring the progress of construction and completion of approved projects.

Project perspective of the T2 Passenger Terminal Construction Project and aircraft parking expansion project - Dong Hoi Airport.

The People's Committee of Quang Binh province assigned the Provincial Land Fund Development Center to urgently have specific solutions to speed up the construction progress of the 250 kVA power station (managed by the Ministry of Construction), complete the plan to connect the 250 kVA power station to the national power system, ensure smooth operation and flight safety during the power station conversion process, and complete it in October 2025 to hand over the entire site to the Project in November 2025.

For the Quang Tri Airport Construction Investment Project, the People's Committee of Quang Tri province requested Gio Linh and Cua Viet communes, the Project Management Board, Land Fund Development and Industrial Cluster of Gio Linh commune to speed up site clearance, complete construction of resettlement areas, cemeteries, schools, and hand over the remaining area to Quang Tri Airport Company Limited (project enterprise).

Along with that, the Provincial People's Committee also requested Quang Tri Airport Company Limited to urgently complete procedures, ensure conditions for starting construction, select contractors, sign construction contracts; focus on human resources, materials, and strengthen construction with the goal of focusing on total construction efforts to complete the construction investment project items before 2026, to ensure the progress of putting into operation in July 2026 according to the direction of competent authorities and the signed BOT contract.

Urgently contribute capital and mobilize capital to ensure compliance with the signed BOT contract as a basis for payment, disbursement, and monitoring contractor progress, while ensuring project disbursement progress.

Quang Tri Provincial People's Committee assigned the Department of Construction, Department of Finance, Department of Agriculture and Environment, according to their assigned functions and tasks, to monitor and urge units and localities in implementing the content, and regularly advise the Provincial People's Committee to direct and ensure progress.

It is known that the Quang Tri Airport project was approved by the Prime Minister on December 20, 2021; the People's Committee of Quang Tri province approved the Feasibility Study Report in Decision No. 1879/QD-UBND dated August 21, 2023. The project is invested by a consortium of T&T Group and Cienco4.

The project is invested and built to meet the standards of a 4C-class airport (according to the classification of the International Civil Aviation Organization ICAO) with the ability to park Code E aircraft and a level II military airport to meet the needs of operating up to 5 million passengers/year and 25,500 tons of cargo/year.

The land use area of ​​the project is 265,372 hectares (not including the military land area of ​​51.2 hectares); of which the common land area is 177,642 hectares, the civil aviation land area is 87.73 hectares. The total investment of the project is more than 5,821 billion VND.

Regarding progress, the project has completed the construction of the parking lot and material curb and is implementing the construction of the Passenger Terminal as well as other items.

Quang Tri Airport Construction Investment Project.

Regarding the T2 Passenger Terminal and aircraft parking expansion project - Dong Hoi Airport, the project was approved for investment by the People's Committee of Quang Binh Province (old) on September 14, 2023. The project's goal is to increase the operating capacity of Dong Hoi Airport to 3 million passengers/year. The project has a land use area of ​​more than 15 hectares.

The main investment items of the project include: Construction of a new passenger terminal T2 to the southeast of the existing passenger terminal, with 2 elevations, the terminal area is about 16,800 m2 of usable floor space; construction of an overpass infrastructure system in front of the terminal, car parking lot, connecting roads and other systems to ensure synchronous exploitation.

Investing in synchronous equipment systems to ensure the terminal's operating capacity of 3 million passengers/year, including systems: baggage handling, aviation procedures; passenger bridge system; aviation security control system; information management system... Constructing 4 new aircraft parking positions, increasing the total aircraft parking positions to 8 code C positions.

The project has a total investment capital of 1,844 billion VND, expected to be completed and put into use in the first quarter of 2026. Of which, the aircraft parking expansion project will be implemented within 17 months (synchronized with the investment progress of the construction of passenger terminal T2).

Regarding progress, for Component 1: Construction of Passenger Terminal T2, the investor started construction in April 2025. Currently, the contractor is implementing the foundation construction. For Component 2: Expansion of aircraft parking lot, this item has been completed.
