Quang Tri implements Vietnamese language teaching for ethnic children before entering first grade

GD&TĐ - Teaching Vietnamese to ethnic minority children before entering first grade aims to prepare them mentally and equip them with necessary skills.

Quang Tri province currently has 24 communes in ethnic minority areas, with 68 schools having students from various ethnic groups.

In recent years, Quang Tri has effectively implemented the Project "Enhancing Vietnamese language for preschool children and primary school students in ethnic minority areas in the period 2016 - 2020, with a vision to 2025" in the area.

Thanks to that, it contributes to improving the quality of education in ethnic minority areas, gradually creating a solid foundation for ethnic minority children to integrate and develop comprehensively.

In particular, the Department always pays attention to implementing Vietnamese language teaching for ethnic minority children before entering first grade.

In preparation for the 2025-2025 school year, the Department of Education and Training of Quang Tri issued an official dispatch to the People's Committees of communes in ethnic minority areas and primary schools with ethnic minority students to guide the implementation of teaching Vietnamese to ethnic minority children before entering first grade.

According to Circular 23/2023/TT-BGDDT of the Ministry of Education and Training , teaching and learning Vietnamese for ethnic minority children before entering first grade aims to prepare them mentally, create interest and initiative in learning; form some basic learning skills and the ability to use Vietnamese, communication skills, and social behavior for ethnic minority children before entering first grade.

For primary education institutions with ethnic minority students, the Department of Education and Training requires principals of primary schools and primary schools to propagate and organize the teaching of Vietnamese in accordance with regulations and decentralized authority.

Depending on the actual situation of educational institutions, proactively advise the People's Committee at the commune level to arrange funding to teach and learn Vietnamese for ethnic minority children before entering first grade.

Develop a training plan for managers and teachers who directly teach ethnic minority children before they enter first grade, ensuring full content according to documents approved by the Ministry of Education and Training.

The organization and implementation ensure the content, time, effectiveness and quality of teaching Vietnamese to ethnic minority children before entering first grade in accordance with regulations, including: preparing the mindset for entering first grade; forming basic learning skills; forming and developing listening, speaking, reading and writing skills.

Proactively promote and mobilize parents or guardians to bring their children to class regularly; inform the children's families about educational plans and activities, and coordinate in preparing conditions for children to go to school to learn Vietnamese before entering first grade.

Coordinate with agencies, organizations, and local authorities to mobilize 100% of ethnic minority children to learn Vietnamese before entering first grade; strengthen the relationship between schools, families, and society in teaching and learning Vietnamese for ethnic minority children before entering first grade at the unit.

Completion date before August 31 every year.

The Department of Education and Training requests the People's Committees of communes in ethnic minority areas to carry out state management of the organization of teaching and learning Vietnamese for ethnic minority children before entering first grade according to their authority and decentralization.

Advise the Provincial People's Committee to develop a plan to invest in facilities, resources, and funding to ensure conditions for organizing teaching and learning Vietnamese for ethnic minority children before entering first grade.

Direct primary education institutions to develop plans to implement the organization of teaching and learning Vietnamese for ethnic minority children before entering first grade of the unit to ensure effectiveness and compliance with regulations.

The General Education Department and the Department of Education and Training are responsible for advising, directing, guiding, monitoring, inspecting, and evaluating the organization of teaching and learning Vietnamese for ethnic minority children before entering first grade in localities and units; synthesizing and reporting the implementation results to the Ministry of Education and Training upon request.
