In addition to the subjects participating in health insurance as prescribed in Clauses 1, 2, 3, 4, 5 and 6, Article 12 of the Law on Health Insurance, Decree No. 188/2025/ND-CP stipulates that subjects participating in health insurance also include 9 more groups of subjects: Rubber workers who are receiving monthly allowances as prescribed by the Government participating in group health insurance paid by the social insurance agency as prescribed in Clause 2, Article 12 of the Law on Health Insurance; People in communes of safe revolutionary zones during the resistance war against France or the US currently residing in communes of safe revolutionary zones during the resistance war against France or the US whose information has been updated in the National Database on Population, Database on Residence participating in group health insurance paid by the state budget as prescribed in Clause 3, Article 12 of the Law on Health Insurance; People who are awarded the title of People's Artist or Meritorious Artist belonging to households with an average monthly income per capita lower than the basic salary prescribed by the Government and are not subject to the subjects specified in Clauses 1, 2 and 3, Article 12 of the Law on Health Insurance shall participate in group health insurance with the state budget contribution prescribed in Clause 3, Article 12 of the Law on Health Insurance; Victims of post-war mines and explosives as prescribed in Clause 8, Article 3 of Decree No. 18/2019/ND-CP dated February 1, 2019 of the Government on management and implementation of activities to overcome the consequences of post-war mines and explosives but are not subject to the subjects specified in Clauses 1, 2 and 3, Article 12 of the Law on Health Insurance shall participate in group health insurance with the state budget support at the contribution level prescribed in Clause 4, Article 12 of the Law on Health Insurance; Relatives of people working in other key organizations as prescribed by the law on key, who are not eligible to participate in health insurance as prescribed in Points a, b, c, d, dd, e, g, h and i, Clause 1, Clause 2 and Clause 3, Article 12 of the Law on Health Insurance, participate in group health insurance paid by the employer or paid by the employee or jointly paid as prescribed in Clause 1, Article 12 of the Law on Health Insurance; People participating in resistance wars, defending the Fatherland, performing international duties and other subjects who have had health insurance paid by the state budget as prescribed in legal documents issued before January 1, 2025, participate in group health insurance paid by the state budget as prescribed in Clause 3, Article 12 of the Law on Health Insurance; Military trainees of the Military Command at the commune level with college or university degrees in the military field in the centralized system according to the Prime Minister's decision and the provisions of law before January 1, 2025, who are receiving living expenses from the state budget and have not participated in health insurance, shall participate in health insurance according to the group paid by the state budget as prescribed in Clause 3, Article 12 of the Law on Health Insurance; The subjects specified in Clauses 1, 2, 3, 4, 5, 6 and 7 of this Article who simultaneously belong to many different health insurance participants according to the groups specified in Article 12 of the Law on Health Insurance shall participate in health insurance according to the principles specified in Point a, Clause 5, Article 13 of the Law on Health Insurance; The subjects specified in Clause 4 of this Article who simultaneously belong to the subjects specified in Clause 4, Article 12 of the Law on Health Insurance shall be selected to participate according to the subject with the highest level of support.
Accordingly, Decree No. 188/2025/ND-CP clearly stipulates the health insurance contribution levels paid by employers or employees or jointly paid; contribution levels paid by social insurance agencies; contribution levels of groups paid by the state budget; contribution levels of groups supported by the state budget... In particular, the Decree clearly stipulates the support levels from the state budget as follows: Support 100% of the health insurance contribution level for people in near-poor households residing in poor communes according to the Prime Minister 's Decision and other documents of competent authorities...
