On the morning of November 4, at the headquarters of the Ministry of Health, Deputy Minister Do Xuan Tuyen received and worked with a delegation from the Association for Advanced Medical Technology - AdvaMed, USA, led by Ms. Aileen Nandi, Vice President of Global Strategy and Analysis of the Association.

Also working were representatives of the leaders of the Departments: Science, Technology and Training, Infrastructure and Medical Equipment, Disease Prevention, Medical Examination and Treatment Management; the Departments: International Cooperation, Health Insurance and Planning - Finance.

Welcoming the delegation of the Association for Advanced Medical Technology - AdvaMed USA led by Ms. Aileen Nandi, Vice President of Global Strategy and Analysis of the Association, Deputy Minister of Health Do Xuan Tuyen expressed his appreciation for the Association as a trade organization representing more than 600 member enterprises specializing in innovation in the field of medical technology operating across the United States and many other countries, including Vietnam.

Ms. Aileen Nandi, Vice President of Global Strategy and Analysis of the Association, thanked the Deputy Minister and representatives of the Departments and Offices of the Ministry of Health for the thoughtful and solemn reception.

At the same time, it is proposed to learn more deeply and thoroughly about some contents in the medical field, including: Important issues that the Ministry of Health is interested in prioritizing cooperation in the medical field; Progress of the draft Law on Medical Equipment and the Association proposes to participate in contributing to the process of completing the draft Law as well as other legal documents related to equipment, techniques, medical supplies, technology and bidding; Application of information technology, access to smart healthcare and health insurance payment in payment of medical supplies for medical examination and treatment.

At the meeting, representatives of relevant units of the Ministry of Health informed the Association's working delegation about the contents they wanted to access. Thereby, they affirmed the consistent policies and guidelines of the Party, the State, and the Ministry of Health on health, technological innovation, and smart medical applications in the work of caring for and protecting people's health.

Speaking at the meeting, Deputy Minister of Health Do Xuan Tuyen affirmed the efforts towards breakthrough solutions, strengthening the protection, care and improvement of people's health, as recognized by the Politburo 's issuance of Resolution No. 72-NQ/TW dated September 9, 2025.

The Deputy Minister clarified four key issues raised by the working group in the working program. In particular, with the Medical Equipment Law Project, the Ministry of Health is urgently completing the progress of drafting the Law development policy, expected to be submitted to the Government in 2026.

According to the provisions of the law, the process of drafting legal documents, the Law and the system of documents under the Law are organized to widely collect opinions from departments, branches, localities, and organizations, including units such as the Advanced Medical Technology Association - AdvaMed, USA.

Regarding the application of science and technology, Deputy Minister of Health Do Xuan Tuyen shared that the Ministry of Health is implementing Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation associated with the activities of the health sector.

Focusing on research and application of science and technology in diagnosis, treatment, management and operation. At the same time, research is also being done on the application of biological drugs and vaccines, prioritizing smart medical equipment and artificial intelligence in diagnosis and treatment, building electronic medical records database, electronic health books, remote medical examination and treatment, etc.

In the group of health insurance payment, the Deputy Minister of Health informed that the Ministry is developing a Circular on the list of centralized bidding for medical equipment to bring practical efficiency, reduce costs, human resources, and reform administrative procedures.

Law No. 51/2024/QH15 amending and supplementing a number of articles of the 2008 Health Insurance Law No. 25/2008/QH12 regulates payment for groups: Medicine, hospital beds, management, asset depreciation. However, the Health Insurance Fund only covers payment for treatment beds, medicine and some basic services. In order for people to have access to new, modern, and intelligent medical equipment services, the Ministry of Health will advise on the implementation of this content in the near future.

"The Ministry of Health is ready to receive information, comments, and support from ministries, branches, localities, and organizations, including the Advanced Medical Technology Association - AdvaMed, USA, in the process of building institutions, policies, and applying technology, and training to improve professional qualifications for medical staff," said Deputy Minister of Health Do Xuan Tuyen.

At the same time, the Deputy Minister assigned the Department of Science, Technology and Training to coordinate with the Department of Medical Examination and Treatment Management to review necessary content in the field of diagnosis and treatment, advise the Ministry's leaders to send invitations to the Association to organize training programs, direct or online training on the application of information technology, smart medicine, new achievements in medicine so that medical staff from the central to grassroots levels have the opportunity to study and receive international experience...
