New regulations on management of ministerial-level science and technology topics

(CPV) – The Ministry of Education and Training has just issued Circular 15/2024/TT-BGDDT regulating the management of ministerial-level science and technology topics, applicable to universities, academies, colleges, pedagogical colleges, schools of education management staff, and research institutes under the Ministry of Education and Training. This Circular takes effect from April 5, 2025 and replaces Circular No. 11/2016/TT-BGDDT dated April 11, 2016.

According to the Circular, ministerial-level topics are implemented to solve scientific and technological problems in order to improve the quality of education, training and scientific research; contribute to socio -economic development, security and national defense. The results of ministerial-level topics must meet at least two requirements: Have research results published in scientific journals, proceedings of international scientific conferences and seminars, scientific journals, proceedings of domestic scientific conferences and seminars or published as books, reference book chapters, reference books. Have results of master's training, support for doctoral training or have results that are scientific arguments, solutions to solve practical problems under the state management of the ministry or have research results that are intellectual property, other applied products.

Ministry-level topics are carried out by selection or direct assignment.

Each ministerial-level topic has a maximum of 10 members participating in implementation, including 1 project manager, 1 scientific secretary and members according to their titles: main member, member, technician, support staff.

The implementation time for a ministerial-level project shall not exceed 24 months (not including the extension period for project implementation, if any). In special cases, the Ministry of Education and Training shall decide on a project implementation time of more than 24 months.

Funding sources for implementing ministerial-level projects include: Science and technology career funding allocated to the Ministry of Education and Training; Other legal funding.

Ministry-level topics are determined according to the following criteria: Overview of domestic and foreign research, analysis of related research works and the latest research results in the research field of the topic; urgency, importance for socio-economic development, role in enhancing the scientific and technological potential of the unit; novelty and non-duplication with research works that have been and are being carried out, successfully defended master's theses and doctoral theses; name, target orientation and research content ensure compatibility, science, clarity and feasibility; effectiveness and applicability of research results of the topic; proposed funding for the topic is consistent with the objectives, content and expected products.

This Circular takes effect from April 5, 2025 and replaces Circular No. 11/2016/TT-BGDDT dated April 11, 2016. Ministry-level science and technology topics that have been approved for implementation in accordance with the provisions of Circular No. 11/2016/TT-BGDDT shall continue to be implemented until completion. Topics approved for implementation from 2026 shall be implemented in accordance with the provisions of this Circular./.
