Resolutely create breakthroughs in social housing development

On the morning of October 24, 2025, Prime Minister Pham Minh Chinh chaired an online conference with provinces and cities on solutions for "Breakthrough development of social housing". Also attending were Deputy Prime Minister Tran Hong Ha, leaders of ministries, branches and real estate enterprises. At the Tay Ninh province bridge, Vice Chairman of the Provincial People's Committee Nguyen Minh Lam and leaders of relevant departments and branches attended the conference.

In recent times, the development of social housing has received strong direction from the Government and the Prime Minister . 22 Resolutions, 12 Directives, Decisions, Official Dispatches and a series of national conferences have been issued and organized to remove obstacles and promote progress.

The target set for 2025 is to complete over 100,000 social housing units . According to the cumulative report, the country currently has 696 projects that have been and are being implemented with a scale of over 637,000 units. In the first 9 months of 2025 alone, over 50,000 units have been completed, reaching 50.5% of the plan. At the current pace, it is expected that by the end of 2025, the country will complete over 89,000 units, reaching 89% of the annual target. These figures show great efforts from all levels and sectors; however, to achieve the target of 1 million apartments, more innovative mechanisms and solutions are required.

At the meeting, delegates focused on discussing and contributing ideas to the draft new Resolution of the Government on implementing a number of breakthrough solutions for social housing development in the coming time, especially assigning a number of enterprises to be investors in social housing projects. At the same time, delegates discussed the role of state management in social housing development; the role of localities, especially in land allocation and site clearance; real demand for social housing; resources and credit sources for social housing; preferential policies for social housing projects; selling and renting prices of social housing ...

Concluding the Conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the enthusiastic, responsible and quality comments of the delegates. The Prime Minister requested the Ministry of Construction to fully absorb and complete the draft Resolution on social housing development to submit to the Government for promulgation in the next 5 days. The Prime Minister requested to cut at least 50% of administrative procedures, put social housing projects into the "green channel" and "priority channel" groups to speed up progress; at the same time, diversify capital sources (credit, state budget, housing development fund, bonds, etc.) and create flexible clean land funds for social housing development. On the local side, the Prime Minister requested to promote the spirit of initiative, implement the motto "locality decides, locality does, locality is responsible", ensure harmony of interests between the State, enterprises and people, and comply with legal discipline. The Prime Minister directed to strengthen post-inspection of beneficiaries on the basis of interconnected national databases, ensuring publicity and transparency; At the same time, expand the subjects and participants, develop social housing in both urban and rural areas, with diverse segments, shared infrastructure, saving and effective land use./.
