Speaking at the opening of the session, Mr. Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized that the session took place at a time when the entire Party Committee, all levels and sectors were focusing on urgently implementing programs and action plans to implement the Resolution of the 1st Provincial Party Congress, gradually concretizing the goals and tasks of the 2025 - 2030 term; this was also the time when our province had just experienced storm No. 11, causing serious damage, greatly affecting production and business activities, people's lives and the socio-economic development of the province. In the face of heavy losses caused by natural disasters, the entire political system, armed forces, businesses and people in the province promoted the spirit of solidarity, mutual love, proactively and urgently overcoming the consequences, supporting people to soon stabilize their lives and gradually restore production.

This thematic session is of special importance, demonstrating the sense of responsibility and action of the Provincial People's Council in promptly institutionalizing new policies and guidelines of the Central Government, solving practical and urgent issues, ensuring the unity and synchronization of mechanisms and policies after the province's merger; contributing to creating an important legal foundation for authorities at all levels to carry out their tasks, meeting the development requirements of the province in the new period.

At the meeting, the Provincial People's Council reviewed, discussed and gave opinions on important and urgent issues directly related to people's lives and the socio -economic development of the province such as: Adjusting the Housing Development Program of Thai Nguyen province for the period 2021 - 2030 and vision to 2040; regulating policies and one-time subsidy regimes for people working outside the payroll quota at Associations assigned by the Party and State at the provincial and district levels before July 1, 2025 in Thai Nguyen province. Especially the mechanisms and policies related to the fields of education, training and social security, demonstrating the province's concern and responsibility in ensuring social justice, caring for all classes of people and implementing synchronous and unified policies after the merger of the province...

Leaders of the Provincial People's Committee and Provincial People's Council committees presented the contents at the meeting.

At the Session, on the basis of reviewing the contents, current legal regulations and the actual situation of the locality, the Provincial People's Council discussed, objectively and comprehensively assessed and unanimously passed 06 specialized Resolutions. The Resolutions passed have promptly institutionalized the Party's guidelines and the State's policies, with practical significance, both perfecting the mechanisms and policies and opening up new driving forces for the province's socio-economic development in 2025 and the following years.

In his closing speech, Chairman of the Provincial People's Council Nguyen Dang Binh affirmed that with the spirit of urgent, serious, democratic and highly responsible work, the session completed all the contents and programs set out and was a great success. He requested that the Provincial People's Committee, departments, branches and localities urgently organize the implementation of the resolutions; at the same time, step up the propaganda and dissemination of the resolution's contents to voters and people so that the policy can soon come into life. The Standing Committee, committees and delegates of the Provincial People's Council need to continue to promote their supervisory role, ensuring the effective and practical implementation of the resolution.

Resolutions passed at the Session

1. Resolution regulating the cost of social assistance and social retirement benefits through payment service providers in Thai Nguyen province.
2. Resolution regulating the standard level of social assistance, the level of social assistance for social protection beneficiaries and other disadvantaged subjects in Thai Nguyen province.
3. Resolution regulating the level of birthday gifts for the elderly in Thai Nguyen province.
4. Resolution regulating tuition fees for public preschool and general education institutions and tuition support levels for preschool children, general education students, and students of general education programs in private and non-public educational institutions in Thai Nguyen province for the 2025-2026 school year.
5. Resolution stipulating policies and one-time subsidy regimes for people working outside the payroll quota at Associations assigned by the Party and State at the provincial and district levels before July 1, 2025 in Thai Nguyen province.
6. Resolution approving the adjustment of the Housing Development Program of Thai Nguyen province for the period 2021 - 2030 and vision to 2040.
