Attending the ceremony were Deputy Director of the Department of Justice of Dong Nai province Nguyen Trong Tri and representatives of relevant units. The adoptive parents of Hua Minh Thien were Mr. Stefani Alberto and Mrs. Guandalini Scilla (Italian nationality).

Hua Minh Thien was abandoned at a household in Binh Loi commune, Vinh Cuu district (old) when he was about 18 months old. Although the authorities have carried out all the required procedures to find the child’s relatives, they have not been able to contact him for many years.
In 2016, he was admitted to the Social Work Center and the Children's Protection Fund of Dong Nai province for care and education. The Department of Justice then posted information looking for a replacement family for Thien and has so far found Mr. Stefani Alberto and Ms. Guandalini Scilla to care for, raise and create conditions for him to study.

At the ceremony, the parties were fully informed of the rights and obligations of parents and children according to the provisions of Vietnamese law. The establishment of the relationship between adoptive parents and adopted children takes effect from the time the parties sign the adoption registration book. The parties received the decision and minutes of handover according to the provisions of the law on adoption.

Speaking at the ceremony, Deputy Director of the Department of Justice Nguyen Trong Tri congratulated Mr. Stefani Alberto and Mrs. Guandalini Scilla on completing the adoption procedures and having a new member. The Department hopes that the adoptive parents will take care of and raise Thien in the best environment so that he can have a bright future. At the same time, he requested that they comply with the laws on adoption in Vietnam, and periodically inform the Vietnamese authorities about the health, physical and mental health, and integration of the adopted child with the family and community as prescribed.
Since the beginning of 2025, the Department of Justice has organized 9 rounds of foreign-related adoptions with 9 children. Adoption has a profound humanitarian meaning, aiming to establish a relationship between parents and children, between the adoptive parent and the adoptee, helping "special children" to be nurtured, cared for, and educated in a complete family environment, helping them develop healthily and have a bright future.
