Some communes in the province are approaching the goal of becoming a model new rural area. To achieve and multiply these encouraging results, localities need more attention and support to soon complete the set goals.
Together to overcome difficulties
Building new rural areas (NTM) has become the goal, motivation and regular work of officials and people in many localities in the province. With outstanding efforts, many communes have successfully built NTM and advanced NTM. Determining that building NTM is a non-stop journey, currently communes such as Hoa Dong, Hoa Phong (Tay Hoa district), Hoa Quang Bac, Hoa An (Phu Hoa district) ... are focusing all resources on building model NTM.
According to Chairman of Hoa Dong Commune People's Committee Dinh Ngoc Sum, in 2016, the commune successfully built a new rural area. With many efforts, the commune reached the advanced new rural area goal in 2020. From that achievement, the Party Committee, government and people of Hoa Dong commune set a new, higher goal, determined to successfully build a model new rural area.
“The whole commune has 7 villages with 14,351 people. Most of the people are farmers, mainly engaged in agricultural production, so building a model NTM commune in digital transformation is not easy. The local government has proactively reviewed and assessed the level of completion of the criteria, developed a detailed and specific plan, and from there focused on propaganda and mobilizing people to participate vigorously to upgrade and complete the 4 model NTM criteria. Up to now, 4/4 criteria of model NTM commune have achieved more than 90% of the workload and are completing the documents before submitting them to the appraisal council for approval,” said Mr. Sum.
Hoa Quang Bac commune is also marking its journey to build a model new rural area with synchronous development of socio-economic infrastructure in rural areas; average income reaching over 62 million VND/person/year; 100% of inter-village roads are concreted and asphalted to meet the prescribed standards. In particular, the commune has also successfully built a smart village model in Hanh Lam village.
Mr. Phan Thanh Dong, Vice Chairman of the People's Committee of Hoa Quang Bac Commune, said: Before starting to build a model new rural area, the commune encountered many difficulties because of many new criteria, high requirements and very difficult to implement. Despite such difficulties, the commune determined that the construction process must be associated with learning, learning while doing, and overcoming any obstacles, so it gradually overcame them with many solutions; at the same time, it regularly asked for instructions from departments, branches and the District People's Committee to receive specific instructions on the contents and tasks...
Focus on supporting communes to reach the finish line
In recent times, the National Target Program on New Rural Development has received close and timely attention and direction from the Provincial Party Committee, People's Council and People's Committee. Many mechanisms, policies and resolutions on resource allocation for new rural development have been issued; all levels and sectors in the province have promptly developed a set of criteria, reward policies and issued documents guiding the implementation.
Ms. Dang Thi Thuy, Deputy Director of the Department of Agriculture and Rural Development, Chief of the Provincial New Rural Area Coordination Office, said: In the 2021-2025 period, the province aims to have 4 communes meeting the model new rural standards by 2025. To achieve this goal, the province continues to direct sectors to proactively guide, inspect, and urge localities to implement the criteria for building model new rural areas.
In addition, to improve production efficiency and sustainable development of crops, the agricultural sector has been coordinating with units and organizations to propagate and guide people and cooperatives to grasp and apply digital transformation and science and technology well.
According to Mr. Nguyen Ngoc Tuong, Vice Chairman of Phu Hoa District People's Committee, determining the construction of advanced new rural areas and model new rural areas in the period of 2021-2025 as one of the key programs of the Resolution of the Provincial Party Congress, the district has mobilized resources to build model new rural areas, well implemented the integration of capital from programs and projects; actively implemented campaigns and emulation movements so that people understand and agree to follow.
“In the coming time, the district will continue to organize training courses and guide localities on digital transformation in the agricultural sector; manage farming areas, trace the origin in linking production and consumption of agricultural products according to the value chain; at the same time support business households and cooperatives to access and apply 4.0 technology in production and business activities, gradually bringing agricultural products and OCOP products of the district to e-commerce trading floors…”, Mr. Tuong emphasized.
Mr. Mai Ne, Permanent Vice Chairman of Tay Hoa District People's Committee said: Building a new rural area is a continuous, long-term process, with a starting point but no end point. Building a model new rural area is to maintain, inherit and continue to build a new rural area to better meet the living needs of the people. In order for localities to complete the criteria for building a model new rural area, in the coming time, the district will focus on planning and planning management; regularly review and adjust in accordance with the province's planning and reality. At the same time, maintain and improve the quality of criteria for communes meeting advanced new rural standards; build a model new rural area with synchronous infrastructure; develop a reasonable and sustainable economic structure and production organization form...
As a standing agency, the Department of Agriculture and Rural Development will continue to advise the provincial steering committee and work with local steering committees to find solutions to gradually remove difficulties. Therefore, if any criteria are stuck, related to any department or sector, that department or sector will take the initiative and join hands to find solutions to help localities complete their targets and criteria according to the set plan.
