Reviewing the contents of the 32nd session, 8th Provincial People's Council

This afternoon, June 24, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang and Vice Chairmen of the Provincial People's Council chaired a meeting of the Standing Committee of the Provincial People's Council to review the contents of the 32nd session of the 8th Provincial People's Council and consider other contents within their authority. At the meeting, the Standing Committee of the Provincial People's Council reviewed and commented on 18 contents with 22 draft resolutions on issues of public investment; budget finance; land resources and policies, and organizational structure. Among them, there are some urgent contents including: Resolution on adjusting the medium-term public investment plan for the period 2021 - 2025 using local budget balance capital; Resolution on giving opinions on projects implemented over 2 medium-term periods using local budget sources, in which the medium-term public investment plan for the period 2026 - 2030 exceeds 20% compared to the medium-term period 2021 - 2025.

Resolution on consolidating and transferring the 2021-2025 medium-term public investment plan and annual plans of the district level into the medium-term and annual public investment plan of the provincial budget; Resolution on stopping the investment policy for the site clearance project to serve the project to upgrade and expand National Highway 9 from National Highway 1 to Cua Viet port; Resolution on adjusting the state budget revenue estimates in the area and local budget expenditures in 2025 of Quang Tri province.

Resolution on the settlement of the local budget in 2024. Resolution of the Provincial People's Council approving the list of land plots for bidding for projects using land in Quang Tri province (phase 3); Resolution approving the list of projects requiring land recovery, conversion of rice-growing land, production forest land, and protective forest land to other purposes.

Resolution stipulating the authority to decide on liquidation of planted forests owned by the entire people in the province; Resolution on abolishing Resolution No. 07/2017/NQ-HDND dated May 23, 2017 of the Provincial People's Council on regulations on distance and area as a basis for determining students who cannot go to school and return home during the day; the percentage of allocated funding for cooking for students of ethnic minority boarding schools, schools that organize centralized cooking for students who are beneficiaries of policies in Decree No. 116/2016/ND-CP of the Government in Quang Tri province...

After listening to the opinions of the Economic - Budget Committee of the Provincial People's Council and representatives of relevant departments and branches, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang emphasized a number of important tasks that will be discussed and decided at the 32nd session.

In particular, regarding the resolution on abolishing Resolution No. 07/2017/NQ-HDND dated May 23, 2017 of the Provincial People's Council, it is requested that the Provincial People's Committee pay attention and create conditions so that after the resolution is abolished, the students who are beneficiaries of this resolution will not be disadvantaged.

Regarding the Resolution on stopping the investment policy of the project to clear the land for the project to upgrade and expand National Highway 9 from National Highway 1 to Cua Viet Port, it is requested that the Standing Committee of the Provincial People's Council issue a document agreeing to assign the Provincial People's Committee to carry out the procedures to close the project on the grounds that the competent authority has a policy to close the project. After settling the costs, submit it to the Provincial People's Council to decide to close the project.

Regarding the Resolution on the 2024 local budget settlement, the Economic - Budget Committee is required to review before submitting it to the meeting, noting that the inspection of projects to handle outstanding construction debts must be accepted and decided by competent authorities.

For the remaining draft resolutions, the Standing Committee of the Provincial People's Council basically agreed to submit them to the Provincial People's Council meeting, requesting the Provincial People's Committee to prepare in accordance with the law, within its authority, ensuring resources for implementation and effectiveness.
