Reviewing administrative units after rearrangement: Maintain the name of recognized relics

The Ministry of Culture, Sports and Tourism has just issued a document on reviewing, adjusting and identifying administrative units formed after the rearrangement related to relics and heritages under the state management of the ministry.

In particular, the Ministry of Culture, Sports and Tourism requested the People's Committees of provinces and centrally-run cities to direct relevant units to carry out the work of updating and adjusting according to the new administrative boundaries but still keep the names of recognized and ranked relics.

The document clearly states that the relics ranked as world cultural and natural heritages, special national relics, national relics and provincial/municipal relics will retain their original names to ensure their original elements and historical-cultural-scientific values. At the same time, the place names associated with the relics will be updated according to the new administrative units. The relic management agency also needs to adjust the name and address information to match the current administrative boundaries. The review of scientific records, especially the relic protection zoning map certified by the People's Committee at the commune level before the merger, is also mentioned to ensure consistency in the management of relic land.

The Ministry also requested that localities ensure that there are organizations and representatives directly responsible for managing, protecting and looking after relics; not allowing a situation where there is no or unclear person directly responsible; promulgating regulations on management, protection and promotion of the value of historical - cultural relics and scenic spots under the authority of commune-level administrative units after the rearrangement...

For intangible cultural heritage and national treasures, the ministry requires that the original recognized names be retained, while the storage addresses and related records be reviewed to adjust them to suit the new administrative unit. Management work must comply with international conventions that Vietnam has joined, such as the 1972 Convention and the 2003 UNESCO Convention.

Regarding grassroots culture, the ministry proposed to supplement the review of traditional festivals held at recognized relics. Festivals will continue to be classified into two levels: provincial and communal according to regulations.

In the tourism sector, the ministry requires the names of recognized national tourist areas to be kept the same, while information on location and management agencies of tourist areas must be updated according to the new administrative boundaries. Localities must submit a review report to the ministry before October 30.
