
Speaking at the meeting, Deputy Minister of Finance Bui Van Khang said that this is a Central working delegation, with the core being the working group of the Ministry of Finance.
According to the Deputy Minister of Finance, in the current context, our country is making efforts to comprehensively and synchronously promote the innovation process to enter the era of national development; the entire political system is restructuring the apparatus and arranging administrative units.
To ensure the basis for handling assets and headquarters when there is a change in organizational structure, in the past time, the Ministry of Finance has presided over the development and submitted to the Government for promulgation Decree No. 114/2024 and Decree No. 50/2025 to amend and supplement regulations on handling assets when implementing mergers, consolidations, separations, dissolutions, and termination of operations.

“The review, arrangement and handling of headquarters, works and projects is a difficult and complicated issue but it cannot be avoided. The Politburo, the Secretariat and the Prime Minister have issued many instructions on this issue. The Ministry of Finance has also issued many guiding documents. However, the reality is very diverse and the results depend mainly on correct awareness, high determination, drastic and effective actions. With a spirit of frankness and for the common goal, I request localities and units to clearly and frankly state the truth about both the work that has been done and the work that has not been done in order to have accurate and correct solutions,” Deputy Minister Bui Van Khang shared.
The Deputy Minister of Finance emphasized the role of the leader in public asset management. According to him, the arrangement of public assets after the merger is not simple at all, extremely difficult, cannot be subjective, must have a very synchronous and close "combat contract" to win, otherwise will "lose".

That is also one of the reasons why the Ministry of Finance no longer waits for localities to send documents asking questions, but proactively goes directly to localities. This is the first working session, opening a series of activities in localities, listening to difficulties and problems to guide and urge localities to implement.
The working program includes 3 main contents:
1- Grasp the implementation status of reviewing and handling construction works and real estate that are public assets when arranging and streamlining the apparatus and administrative units, and reviewing projects, construction works, and headquarters under construction or with approved investment policies that are affected by the arrangement and streamlining of the apparatus and administrative units at the local level.
2- Grasp and directly guide the handling of difficulties and problems of ministries, branches and localities in implementing guidelines on handling public assets, projects, works, headquarters under construction or approved investment policies affected by the arrangement and streamlining of the apparatus.
3- Seek opinions on a number of draft legal documents related to standards and norms for the use of public assets (cars, offices, machinery and equipment)...
