Vietnam has had quite specific orientations, goals and actions, building important initial foundations for the semiconductor industry; it is considered a country with a dynamic innovation ecosystem thanks to the rapid development of the digital economy and the strong growth of the high-tech sector. Vietnam is increasingly asserting itself as a new economic growth center of Asia with a solid position in the global supply chain, continuously receiving investment from multinational corporations.
Following that trend, Bac Ninh province is focusing on attracting investment in the field of semiconductor and chip manufacturing. Currently, Bac Ninh has attracted Amkor Group and Micro Commercial Components Company as the initial foundation to form this ecosystem.

Last October, at Yen Phong II-C Industrial Park, Amkor Group inaugurated the Amkor Technology Vietnam Factory after 2 years of construction. This is Amkor's most advanced semiconductor factory globally and the largest semiconductor factory in Vietnam to date. With a total investment capital of 1.6 billion USD by 2035, the factory is expected to create jobs for about 2,000 workers and by 2035 will create jobs for about 10,000 workers. This event has opened up many opportunities for Bac Ninh, at the same time posing many requirements that need to be met to develop this industry.
Standing Vice Chairman of the People's Committee of Bac Ninh province, Vuong Quoc Tuan, affirmed that the inauguration and operation of the semiconductor material and equipment manufacturing, assembly and testing factory of Amkor Technology Vietnam Co., Ltd. is an important milestone for Bac Ninh province to officially appear on the world map of semiconductor component manufacturing. This is also a new driving force in the development of high-tech industry of Bac Ninh province in the following years. Thereby, creating effects and spreading to attract large investors in the world.
According to the 2021-2030 period planning, with a vision to 2050, Bac Ninh focuses on developing the industrial sector in depth. The goal by 2030 is to prioritize the development of a number of industries such as electronic equipment manufacturing; manufacturing components and spare parts for the aviation industry, manufacturing high-tech equipment and pharmaceuticals, and medical industrial equipment; by 2050, it will become a center of high-tech innovation and research and design in the Southeast Asian region.
To achieve this goal, the province continues to promote its existing advantages and maintain the electronics manufacturing industry as the main driving force for industrial development, focusing on high-value segments, specifically smartphones and smart wearable devices. From there, it will gradually improve its position in the electronics value chain, integrate the value chain with research and development and design activities; expand the supply chain to production and become the semiconductor capital of Vietnam.
Ready for infrastructure and human resources
The Government is particularly interested in promoting investment cooperation to develop the semiconductor industry, and has assigned relevant ministries and branches to develop action plans and strategies for development; at the same time, build a human resource development project with the goal of training 50,000 technology engineers by 2030.
In Bac Ninh, human resource development is always considered a top priority and a driving force for development. The province has a policy of supporting 50% of tuition fees for students in the high-tech field.
Dr. Vu Quang Khue, Vice Principal of Bac Ninh Industrial College, said that the school has quickly grasped the trend of human resources in the future. Therefore, the unit has a training plan to promptly meet the requirements of industrial development of the province in the coming time. In the past few years, the school has paid much attention to developing human resources to serve the digital industry, opening occupations suitable to the economic structure of the province, such as automation and mechatronics. Up to now, students have basically met the human resources for large electronic technology enterprises in the province.
Mr. Ji Jong Rip, Global CEO of Amkor Group, said that up to now, many important customers and partners have come to the factory to explore investment opportunities. With the completed infrastructure, the Group is focusing on training human resources for production.
Mr. Nguyen Hoa Cuong, Deputy Director of the Central Institute for Economic Management (Ministry of Planning and Investment) commented that the operation of Amkor Technology Vietnam Factory in Bac Ninh will create a spillover effect to other enterprises, contributing to promoting the semiconductor industry. The presence of the factory will also contribute to stimulating and attracting high-quality human resources. Now the demand for human resources in this field is higher and certainly that human resources will be attracted to Bac Ninh, with high salaries. This will increase the interest of Bac Ninh province and neighboring provinces.
In Bac Ninh province, there are currently nearly 30 universities, colleges, vocational schools; 40 high schools. According to experts, with the advantage of geographical location very close to the location of major universities in the Hanoi area, Bac Ninh can attract a large number of high-quality workers to work.
Mr. Vuong Quoc Tuan, Standing Vice Chairman of Bac Ninh Provincial People's Committee shared that in the field of semiconductors, Bac Ninh is the region with the largest industrial infrastructure in the North to become a center for research and innovation transfer. Bac Ninh province identified this as an opportunity to grasp and best prepare for receiving foreign capital.
The Standing Vice Chairman of the People's Committee of Bac Ninh province also said that the province has planned and invested in many basic infrastructures for industrial parks. In particular, investing in the construction of a concentrated information technology park project with a convenient connection location demonstrates an important role in regional connectivity. This is an area that develops advanced and modern information technology infrastructure and ensures information security, creating an international standard working environment, attracting high-quality workers, contributing to improving the competitiveness of enterprises.
Bac Ninh has identified the strategic task of promoting investment attraction, especially projects that play a key role in the global semiconductor supply chain. The province invests in upgrading technical infrastructure of high-tech zones and innovation to support the development of electronics and semiconductor enterprises. In addition, it promotes the formation of domestic enterprises capable of developing "Make in Vietnam" electronic and microchip products, persistently seeking opportunities to participate deeply in the production stage to gradually absorb and master microchip manufacturing technology.
Currently, Bac Ninh province is accelerating the construction of a concentrated information technology park with an area of over 260 hectares, with a workforce of about 20,000 people. The province focuses on developing infrastructure, becoming a center of electronics, components, and semiconductor chips in the northern midland and mountainous region, the Hanoi Capital Region, contributing to improving the competitiveness of products, goods, and services of enterprises in the province and enhancing the position of the Vietnamese information technology brand.
With clear strategies and goals, Bac Ninh is assessed by many experts to gradually expand the supply chain to production, becoming the "capital" of Vietnam's semiconductor industry and an important link participating in the global value chain.
