The incident is happening in Thanh Cong commune, Thach Thanh district, seriously affecting the lives and causing frustration among local people.
Flies cover everything, disrupting the lives of hundreds of households in Thanh Cong commune.
After a fierce battle in mid-July, the sky over Dong Hoi village, Thanh Cong commune became darker as swarms of flies filled every space and “invaded” residential areas. When the Thanh Hoa Newspaper reporter’s car had just stopped in front of a house for less than a minute, the swarm of flies quickly landed, creating a black color on every part of the car. It seemed that every tree and object in the village had flies landing on it in unusually large numbers. During the few minutes of sitting and talking with representatives of the households, we had to wave our hands repeatedly to chase them away because the swarms of flies continuously landed on our faces and bodies, causing an uncomfortable feeling.
At the home of Mr. Bui Van Duc in Dong Hoi village, we witnessed him sweeping out half a basket of dead flies. According to Mr. Duc, because there were so many flies, the family had to spray pesticides every day to kill them. Even though they knew the pesticides were harmful, they still had to spray because they could not bear it. However, because there were so many flies in the surrounding environment, after spraying, they would fly back.

In many other families, meals are eaten… under mosquito nets. Just by bringing the tray of food up, swarms of flies have already covered the food plates. Many people have had mild stomach aches, suspected of being infected by flies while eating and drinking. When people wake up, they have to fold their blankets and put them in the closet, roll up their mats to avoid flies landing all day and causing unsanitary conditions.
In the village, Mr. Quach Van Cuong's family was preparing for their son's wedding, but due to the fact that there were too many flies, they could not invite guests to the feast, so they had to postpone the wedding until the end of the year. Livestock such as buffaloes, cows, and pigs were bitten by flies that sucked their blood and could not stand still. Recently, Mr. Quach Van Tho's family had to use bags and nets to surround the buffalo's body...

According to local residents, the swarming of flies has been going on for many years, but it has been intermittent and has eased after a few months. However, this year the swarms have been more intense and have lasted for nearly two months without any reduction.
Locals confirmed that every time the orange farm near the village transported hundreds of tons of fresh chicken manure by large trucks, flies would "invade" it. It was not rotten manure like other fruit farms, but here the fresh chicken manure was applied in a thick layer around the orange tree roots, without being covered with soil.
Guided by local people, observing from a distance we noted piles of manure still piled high right next to a pond.

In fact, right next to the residential area of the villages of Thanh Cong commune is a valley with dozens of hectares of orange trees. This is the orange area rented by VIHAD Investment and Development Company Limited for production. However, both the commune authorities and the people said that they could not approach the business owner, and that the farm only had a hired caretaker named Hanh, so repeated complaints were ineffective.
Not only Dong Hoi village with 158 households, but also villages further away such as Bong But also have dense flies, affecting hundreds of other households. Even about 4 km away from the orange farm as the crow flies, people in Tien Huong village in the same commune and Bai Dang village in the neighboring Thanh Tan commune also reported having an unusual number of flies.

Chairman of Thanh Cong Commune People's Committee Truong Van Khuyen said: We have received many complaints from the people, both in writing and by phone. The commune has sent working groups to verify, it is true that VIHAD Investment and Development Company Limited transports hundreds of tons of fresh manure each time, causing pollution. We also do not understand why the company brings untreated manure, because other places usually bring composted manure. I myself am also concerned, I went to the farm to check, in addition to piling, they also fertilized in the open around the orange tree roots... However, there is only a manager here, I asked for the phone number to contact the company's leaders in Ha Nam province but they have not come to resolve the issue. Due to being beyond the authority of the commune, on July 20, 2023, the commune People's Committee sent a document to the Thach Thanh District People's Committee. A day before, the commune also sent a document to the company, requesting a dialogue and joining in to overcome this pollution situation.
The commune's viewpoint is to develop harmoniously between businesses and local people.
