Initiative to build a "bridge" connecting people with the law

In the context of restructuring the apparatus, along with the increasingly promoted administrative reform and building of a socialist rule-of-law state, raising legal awareness for people has become an urgent task. One of the creative and effective models being implemented by Hong Linh town - a young urban area in the north of Ha Tinh province and recording positive results is the Legal Q&A Forum - where people can access, dialogue and directly answer questions related to legal regulations in daily life.

Close to people - practical - effective

Different from the traditional form of propaganda, the legal Q&A forum model focuses on people, focusing on important legal issues such as: civil status, land, marriage - family, complaints - denunciations, administrative procedures... Previously, the legal Q&A forum was organized periodically by Hong Linh town in some wards, often integrated into community activities and mainly organized by the grassroots. Along with the development of IT, this model has been consulted by the town's Justice Department to build and develop a new model with the form of combining digital technology with the form of direct dialogue in Dau Lieu ward.

To provide legal information on policies and legal regulations on inheritance rights in the Civil Code, legal regulations on authentication and household registration. Dialogue to directly consult and answer questions about legal issues related to legal regulations on inheritance rights in the Civil Code, regulations on authentication and household registration. Synthesize proposals, recommendations and feedback from people, thereby proposing solutions in building, perfecting and organizing the implementation of laws in the area. Thanks to the strong application of information technology to communicate messages, the "Legal Q&A" Forum organized by the Council for coordinating the dissemination andeducation of the town's law, the Town Lawyers Association and the People's Committee of Dau Lieu Ward, with topics focusing on areas such as inheritance rights, authentication and household registration, has attracted hundreds of people in residential group 7, Dau Lieu Ward in general and Hong Linh Town in particular to participate.

At the forum, people were able to directly ask questions and reflect on real situations, thereby receiving advice and clear explanations from lawyers of the Town Lawyers Association, town legal reporters and professional civil servants. The friendly and open atmosphere of exchange helped people boldly share; at the same time, it helped the authorities grasp the outstanding issues and problems that exist at the grassroots level. Not being formal, the forum went straight to specific, practical legal situations, with 11 questions from people of Dau Lieu ward. The issues were directly discussed and answered frankly by legal reporters, members of the Town Lawyers Association - people with deep expertise and practical experience. The contents that people were particularly interested in included: inheritance rights according to the Civil Code, procedures for certifying documents, administrative documents, as well as regulations related to household registration such as birth, death, marriage registration, correction, etc.

For a long time, I have been doing procedures to give land use rights to my children but could not prove the issue of joint property between husband and wife because I no longer have a marriage certificate. Coming to the Forum, the problems were thoroughly answered by reporters and lawyers of the town, enthusiastically guiding how to resolve them. I am very satisfied with this way of serving the people. Hopefully, after not organizing at the district level and forming a new commune, good and creative ways like this Forum will continue to be replicated to contribute to raising legal awareness for our people - Ms. Pham Thi Lan, Residential Group 7, Dau Lieu Ward, Hong Linh Town excitedly shared.

Note At the Forum, it was shown that after participating, people not only understood their rights and obligations but also changed their legal behavior in a positive way. Instead of "hearing", "word of mouth" or handling things emotionally, many people proactively learned about the law, followed the correct procedures, and avoided unnecessary disputes and violations. In addition, this model also contributed to enhancing accountability and improving the quality of service of local authorities, when officials directly listened to and answered "hot" issues from practice.

Proposal for replication - associated with digital transformation

From the initial success, many opinions of people participating in the Forum said that the legal Q&A forum model needs to be maintained regularly, expanding the target audience (students, workers, the disadvantaged, the elderly, etc.), expanding the fields (land, social policies, etc.) and the space and time of organization, especially when not organized at the district level but at the commune level, that is, organized in the evening. At the same time, information technology should be applied to deploy on social networking platforms, electronic information portals, mobile apps, etc. to increase interaction, convenience and multi-dimensional access.

Speaking at the closing ceremony of the 11th National Conference, General Secretary To Lam emphasized the two-level government model that is close to the people and serves the people best. I see this model as a typical example, demonstrating the realization of the General Secretary's direction. Each question that is thoroughly answered is a small but certain step in the journey of bringing the law closer to life, contributing to building a disciplined, fair and civilized society," affirmed Mr. Nguyen Tien Dung - former Standing Member of the People's Council of Hong Linh town, Ha Tinh .

With flexible methods, practical content and a spirit of learning, the forum "Legal Q&A" organized by officials and civil servants of the Justice sector and the Town Lawyers Association in Dau Lieu ward has truly become a bridge connecting law and life, contributing to bringing law closer to the people, for an increasingly civilized and disciplined society. This is also considered a highly effective administrative reform initiative if summarized and widely replicated, especially in the current context of no district-level organization and merger of commune-level administrative units.
