On the afternoon of September 28, Mr. Bui The Anh, Chairman of the People's Committee of La Dee Commune (Da Nang City), said that heavy rains lasting for the past two days have caused serious landslides on National Highway 14D, the section passing through Dac Re village.


The Civil Defense Command of La Dee commune has ordered forces to immediately put up warning signs and fence the area to ensure safety for people traveling through National Highway 14D.

Meanwhile, due to the impact of the storm, the market area of Tan Hiep commune (Da Nang city) located right next to the wharf and dock, rocks and soil were swept ashore by wind and waves.



In Hoa Vang commune (Da Nang city), the rain has reduced to a small level, but the river water level in the area is still flowing rapidly. The water carries a lot of garbage and rocks.


* Heavy rain, fallen tree crushed car, 6 people escaped
On the morning of September 28, a large tree fell at the Phan Hanh Son - An Duong Vuong intersection (Da Nang City) and crushed a car, trapping 6 people who were safely rescued by the fire department.
At 6:55 a.m. on September 28, the Fire Fighting and Rescue Team of Region 3 - Fire Prevention and Rescue Police Department received information from the Emergency Center - Da Nang City Police about an incident of a large tree falling and crushing a car at the intersection of Phan Hanh Son - An Duong Vuong Street (Ngu Hanh Son Ward, Da Nang City).
The car was driven by Mr. Nguyen The Q. (born 1995, residing in Bac Tra My, Quang Nam ).
Immediately after receiving the information, the unit dispatched 1 rescue vehicle and 7 officers and soldiers to the scene.
At this point, the team discovered that there were people injured in the car. They immediately used a chainsaw to cut tree branches and brought the six injured people out safely. Afterwards, the team cleaned up the scene and cleared the road for traffic.
At 7:35 a.m. the same day, the rescue work ended, and forces and vehicles returned to duty ready to serve the mission.
On the same morning, due to the influence of storm No. 10, heavy to very heavy rain appeared in Da Nang city, many places recorded rainfall of more than 60-80mm in just a few hours.
In the past 6 hours (from 11pm on September 27 to 5am on September 28), Da Nang has had heavy to very heavy rain. Measured rainfall: Hoa Xuan 65.6mm, Irrigation Department 62.8mm, Vinh Dien Bridge 80.2mm, Hoi An 73.6mm, Standing Office 81.8mm, Ky Phu 63mm... Water levels on rivers are rising, many places reaching alert level 1.
The river water rose rapidly, some roads and low-lying areas were flooded 0.1-0.3m deep, some places 0.5m deep, causing traffic obstruction and affecting people's lives.
According to the Central Central Hydrometeorological Station, at 7:00 a.m. on September 28, the center of storm No. 10 was at about 16.6 degrees North latitude; 109.5 degrees East longitude, 170km East of Hue .
The storm is level 12, gusting to level 15, moving very quickly in the West Northwest direction at a speed of about 30km/hour.
This is a storm with a moving speed nearly twice the average, a wide area of influence, capable of causing strong winds, big waves, widespread heavy rain, flash floods and landslides.
On September 28, in Da Nang, it is forecasted that there will continue to be moderate to very heavy rain, with total rainfall ranging from 80-180mm, in some places over 250mm; strong winds on land and coastal areas at level 5-6, gusting at level 7-8.

At sea, near the storm center, winds can reach level 10-13, gusts to level 16, waves 5-7m high, extremely dangerous for boats, rafts and coastal activities.
Authorities recommend that people limit going out during strong winds and heavy rain; proactively prevent flooding and landslides; and absolutely do not operate boats in dangerous areas.
On the same morning, Ms. Le Kim Phuong, Director of the Department of Industry and Trade of Da Nang City, said that as of 7:00 a.m. on September 28, the water level of the reservoirs had increased slightly but was operating below the flood level.
* On the morning of September 28, in the face of the complicated developments of storm No. 10, the Traffic Police force - Da Nang City Police proactively deployed measures to ensure safety for people and traffic in the area.
Accordingly, 100% of traffic police officers and soldiers were on duty, patrolling key routes, promptly handling incidents such as fallen trees, damaged signs, and landslides.


In low-lying areas, traffic police put up warning tape and instructed people to avoid entering dangerous areas.
On the waterway, traffic police inspected the port and instructed fishermen to secure their boats, ensuring the safety of life and property. At the same time, working groups coordinated to clear fallen trees, regulate traffic and guide vehicles to move safely.




Thanks to proactive and timely preparations, traffic in Da Nang City is now basically smooth. Traffic police continue to be on duty 24/7, ready to respond to any situation arising from the storm.
* A person was swept away by floodwaters while swimming across the river.
On September 28, according to a quick report from the Da Nang City Civil Defense Command, some roads were damaged and slightly flooded due to storm No. 10; a resident was swept away by floodwaters on his way home from work.
According to initial statistics, 5 hectares of rice and 2 hectares of flowers and vegetables in Phuoc Chanh commune were flooded and damaged. Meanwhile, Hoi An, Hai Van wards and Nam Giang commune, Da Nang city evacuated 61 people in dangerous areas. Some sections and routes were damaged, filled with soil, rocks, and landslides...

Accordingly, 10 fishing boats in the Hoang Sa special zone have moved out of the area affected by storm No. 10. Currently, Da Nang City still has 74 fishing boats with 2,954 workers operating in the waters of the Hoang Sa and Truong Sa special zones, no boats are in dangerous areas at sea.
According to a report from Kham Duc commune, around the afternoon of September 27, Mr. LVK (born in 1988, resident of Kham Duc commune), on his way home from work, swam across the Nuoc My River and was unfortunately swept away by the water. Currently, the authorities are coordinating to search for the victim.

At the same time, according to reports from localities, before the storm affected the mainland, there were 112 people who went to the forest to visit their fields and have not returned yet. Specifically: Phuoc Chanh commune had 9 people, Phuoc Nang commune had 103 people. Currently, local authorities and their families are contacting these people.
On the same day, September 28, Mr. Tran Ngoc Tai, Secretary of the Party Committee of Thanh Binh Commune (Da Nang City), said that local people and authorities were searching for Mr. Ngo Minh T. (62 years old, residing in Thanh Binh Commune) who went missing while searching for a beehive in the forest in Village 5.

Quang Ngai: Boats rush to shore to sell fish to avoid the storm
Receiving news calling for boats to come ashore to avoid storm No. 10, hundreds of fishing boats from Quang Ngai hurriedly came ashore to sell fish and take shelter from the storm.
At Tinh Hoa fishing port (Dong Son commune, Quang Ngai province), many fishing boats have docked to sell fish and anchor to avoid the storm.








As of 10:00 a.m. on September 28, Quang Ngai province still had 270 ships and 3,457 workers operating at sea, with no ships in the storm's danger zone.
According to the Quang Ngai Province Irrigation Department, as of 8:00 a.m. on September 28, Quang Ngai province had 45 reservoirs with free overflow reaching 100% capacity.
As for Nuoc Trong reservoir, the water level at 8:00 a.m. on September 28 was at 113.00 m (average water level 129.50 m), with a capacity of about 131.1 million m3 (45.3%).
The People's Committees of the northern coastal communes of the province, Ly Son special zone and the People's Committees of the western communes of the province are ready with detailed scenarios for evacuating people to respond to strong winds caused by storms, landslides and flash floods caused by heavy rains to respond to natural disasters.
