Speaking to VietNamNet , one parent expressed concern about their child's situation: if their child studied in Hai Duong province previously, but after the province/city merger, which unit will issue the high school or junior high school diploma? Parents from other newly merged provinces/cities have similar concerns.

Regarding this matter, in an interview with VietNamNet , a representative from the Department of Quality Management (Ministry of Education and Training) stated that, anticipating the elimination of the Education and Training Departments in 2025, the Ministry has been providing blank junior high school graduation diplomas to all 63 provinces and cities since May 31st. Therefore, all Education and Training Departments in the former 63 provinces and cities have completed signing and issuing graduation diplomas to students before June 30th.

Regarding high school diplomas, the authority to issue them still rests with the Director of the Department of Education and Training. “Now, with 34 provinces and cities, the 34 Directors of the Departments of Education and Training will sign and issue diplomas to students. For example, the three provinces of Ha Nam, Nam Dinh , and Ninh Binh have merged to form the current Ninh Binh province. Therefore, the Director of the Ninh Binh Department of Education and Training will sign and issue high school diplomas to students in the newly established province, including students from the three former provinces,” this person said.

Recently, the Ministry of Education and Training issued Circular 13/2025 regulating the delegation of authority and decentralization of the authority to perform state management tasks of local governments at two levels in the field of education . Accordingly, the authority to manage the use of diploma and certificate templates and the responsibility for issuing diplomas and certificates, which previously belonged to the Department of Education and Training (as stipulated in Clause 3, Article 3 of the Regulations on the Management of Junior High School Graduation Diplomas, High School Graduation Diplomas, Intermediate and College-level Teacher Training Diplomas, Higher Education Diplomas and Certificates of the National Education System issued with Circular 21/2019/TT-BGDĐT of the Minister of Education and Training), is now implemented by the People's Committee at the commune level. This Circular takes effect from July 1st.

Therefore, from July 1, 2025, the authority to issue junior high school graduation certificates will belong to the Chairman of the People's Committee at the commune level.

"Before Circular 13/2025 was issued, the Ministry of Education and Training had already processed junior high school graduation certificates for this year's cohort of students. Therefore, this year, the commune People's Committee does not have to handle this matter and will begin implementing it from 2026," this person said.

For diplomas and certificates issued by the Department of Education and Training before July 1st, the re-issuance; issuance of copies from the original register; correction of content recorded on diplomas and certificates; and revocation or cancellation of diplomas and certificates will be carried out by the Provincial Department of Education and Training.
