According to Deputy Prime Minister Nguyen Hoa Binh , after the reorganization, many mountainous provinces will have sea and coastal provinces will have mountains, the strengths of the localities will be strongly promoted.

According to the Government Electronic Newspaper, on the afternoon of April 2, Permanent Deputy Prime Minister Nguyen Hoa Binh worked with leaders of Quang Ninh province on the implementation of solutions to promote production and business, public investment, import and export, infrastructure construction, social housing, emulation movements to eliminate temporary and dilapidated houses, and national target programs.

Emphasizing some outstanding results in streamlining the apparatus in the spirit of Resolution No. 18, the First Deputy Prime Minister said that the work of streamlining and rearranging the apparatus is aimed at three major goals.

Firstly, build a scientific, reasonable, streamlined administrative apparatus with effective and efficient operations; a team of competent, dedicated and qualified staff to undertake work tasks.

Second, expand development space for localities, promote potentials and strengths of localities.

Third, there is strong decentralization and delegation of authority within the system of agencies.

" Through the arrangement, many mountainous provinces will have sea and coastal provinces will have mountains, the strengths of the localities will be strongly promoted, with enough potential for development according to the locality ," the First Deputy Prime Minister mentioned.

With the results achieved in implementing Resolution No. 18 in the past time, Mr. Nguyen Hoa Binh suggested that Quang Ninh continue to proactively deploy tasks according to the direction and guidance of the Central Government in the spirit of "running while lining up" in the work of streamlining and arranging the apparatus.

At the same time, Quang Ninh province needs to focus on building and directing the building of draft documents for commune and provincial congresses that are close to reality and requirements.

The Permanent Deputy Prime Minister noted that Quang Ninh should pay attention to land allocation, balance and allocate adequate resources to continue promoting and implementing social housing and housing projects for workers.

Reporting at the meeting, Standing Vice Chairman of Quang Ninh Provincial People's Committee Vu Van Dien said that the GRDP growth target assigned to Quang Ninh province is 12%. Quang Ninh has set an economic growth target (GRDP) of 14% or more in 2025, 2 percentage points higher than the target assigned by the Prime Minister to the province.

According to Mr. Vu Van Dien, the province's socio-economic situation in the first 3 months of 2025 has had many changes, achieving positive results in all aspects. The economic growth rate in the first quarter reached 10.91%, ranking 3rd in the Red River Delta (after Hai Phong and Nam Dinh), ranking 7th in the country, 0.4 percentage points higher than the first quarter growth plan.

Total retail sales of goods and service revenue in the first quarter is estimated to increase by 19.7% over the same period. Total tourist arrivals to Quang Ninh reached 5.68 million, up 6% over the same period, up 3% of the plan, of which international visitors reached 1.17 million; total tourism revenue reached 13,180 billion VND, up 28%.

Regarding science, technology, innovation and digital transformation development, Quang Ninh has achieved many important results, especially in the development of digital government and digital society.

Quang Ninh is among the leading countries in building e-government, 100% of work records are processed in the digital environment, 100% of administrative procedures are eligible to be deployed online. Digital infrastructure is strongly developed, the rate of households with broadband internet is 100%, information technology infrastructure is invested synchronously, ensuring connection with the national database.

Regarding the elimination of temporary and dilapidated houses, in 2023, Quang Ninh completed housing support for people with meritorious services, eliminating temporary and dilapidated houses for 441 households (achieving 100% of the plan)...
