Official welcoming ceremony for Heads of Delegation at the signing ceremony of the United Nations Convention against Cybercrime

On the morning of October 25, at the National Convention Center, the official welcoming ceremony for the Heads of Delegations attending the signing ceremony of the United Nations (UN) Convention on Cybercrime and taking a group photo officially took place. President Luong Cuong presided over the welcoming ceremony.

At the invitation of President Luong Cuong, UN Secretary-General António Guterres paid an official visit to Vietnam and attended the signing ceremony of the UN Convention against Cybercrime, or the Hanoi Convention, from October 24-25.

The signing ceremony of the Hanoi Convention with the theme "Combating Cybercrime - Sharing Responsibility - Looking Forward" will be chaired by President Luong Cuong. Secretary-General Antonio Guterres and senior leaders of many countries, regional and international organizations will attend the event. Within the framework of the signing ceremony, there will be a plenary discussion and a high-level discussion, along with a sideline conference on international cooperation in preventing cybercrime. This is the first time a Vietnamese location has been associated with a global multilateral treaty related to a field of great interest to the international community, marking an important milestone in the history of Vietnam's multilateral diplomacy and the Vietnam-UN partnership.

The signing ceremony of the Hanoi Convention is an important international event and Vietnam is honored to host it. The Convention will create a new legal corridor and framework, helping member countries around the world join hands to fight cybercrime, contributing to ensuring security and safety in global cyberspace. The General Secretary and President of Laos, along with the high-ranking Lao delegation, directly attending the signing ceremony of the Hanoi Convention contributed significantly to the overall success of the event.

Previously, in a meeting with Deputy Prime Minister Bui Thanh Son on the afternoon of October 24, Deputy Prime Minister Krzysztof Gawkowski highly appreciated Vietnam's organization of the signing ceremony of the UN Convention against Cybercrime, thereby affirming the S-shaped country's strong commitment to participating in solving global issues.

The fact that a Convention is named after the capital city of Hanoi not only has a profound symbolic meaning but also demonstrates Vietnam’s role as a bridge between developed and developing countries, promoting dialogue and cooperation based on the principles of equality, respect for sovereignty and mutual benefit. In the context of many differences in cyberspace management in the world, Vietnam has demonstrated its flexible and skillful mediation capacity in multilateral diplomacy, contributing to building international consensus.

The Hanoi Convention, consisting of 9 chapters and 71 articles, is the result of nearly 5 years of continuous and prolonged negotiations among member countries, aiming to build a comprehensive multilateral legal framework to combat cybercrime. The Convention is not only a historic milestone in international cooperation in preventing and combating cybercrime, but also clearly demonstrates Vietnam's increasingly proactive role and global responsibility. The fact that Hanoi was chosen as the place to sign this important document demonstrates the international community's trust in Vietnam as a reliable partner, a bridge between countries and regions. In the context of rapidly developing digital technology and increasingly sophisticated cybercrime, the Hanoi Convention opens up opportunities for countries to act together, strengthen trust and enhance cooperation for a safe, humane and sustainable cyberspace for everyone.
