Tighten management of domestic solid waste, plastic waste, and scrap imports

Khanh Hoa Provincial People's Committee has just issued a document assigning departments, branches, sectors and People's Committees of communes, wards and special zones according to their functions, tasks and scope of management to proactively study the content of the request of the Ministry of Agriculture and Environment (MARD) in Official Dispatch No. 7797, dated October 13, 2025 on continuing to promote the management of domestic solid waste, plastic waste and import of scrap as raw materials for production; assigning the Department of Agriculture and Environment to preside over and coordinate with relevant agencies, units and localities to study and proactively implement the work content as required in Official Dispatch No. 7797.

According to the official dispatch, the Ministry of Agriculture and Environment requested the People's Committees of provinces and centrally run cities to strengthen the effectiveness and efficiency of domestic solid waste management in association with the 2-level local government model; improve the effectiveness of scrap import management, gradually reduce dependence on imported sources, prioritize the use of domestic scrap as raw materials for production; review and update the operation of import facilities, appraise scrap as raw materials for production after merging administrative units; strengthen inspection and supervision of compliance with environmental protection regulations; make a complete list of facilities collecting and using domestic scrap as raw materials for production, along with data on import volume in the period 2022 - 2024 of each facility to serve management work.

Localities need to step up the implementation of policies to restrict, gradually reduce and eventually end the production and import of single-use plastic products, non-biodegradable plastic packaging and goods containing microplastics; strengthen propaganda, mobilization, and organize the signing of commitments against plastic waste and not to use single-use plastic products for production and business establishments, trade centers, markets and supermarkets; strictly control the production of non-biodegradable plastic bags, especially for household and individual production establishments; strengthen management, inspection and collection of environmental protection tax on plastic bags according to regulations...; report the results of the implementation of the above contents, difficulties and obstacles in the implementation process and propose solutions to the Ministry of Agriculture and Environment before November 15 for synthesis and reporting to the Prime Minister .
