Ho Chi Minh City Department of Education and Training requested to review a principal for "overcharging" parent fund

Accordingly, the Department of Education and Training of Ho Chi Minh City received information from the media and parents of students of the school reflecting on the collection of the Parents' Representative Board of each class that was inappropriate and not in accordance with regulations.

On September 18, the Department of Education and Training worked with the leaders of the Department of Culture and Society , the People's Committee of Ben Thanh Ward and the school's Board of Directors to verify the content of the above incident.

Through the principal's report, the Year 2 Class Representative Board presented a table of expected income and expenditure for the year of the Parent Representative Board, including the content of "equipping and installing a network system for the class".

“The fact that the class's Parents' Representative Committee proposed the expected collection contents that were not in accordance with the regulations in Point b, Clause 4, Article 10 of Circular No. 55/2011/TT-BGDDT of the Ministry of Education and Training as above has caused frustration among the school's parents and created negative public opinion about the education and training sector related to the management and operation responsibilities of the school principal,” the document stated.

To enhance the sense of responsibility of educational management staff, the Department of Education and Training requested the People's Committee of Ben Thanh Ward to organize a review of the responsibility of the Principal of Le Ngoc Han Primary School in managing the unit, causing negative public opinion to affect the reputation of the school and the industry.

At the same time, the Department requested the leaders of Ben Thanh Ward People's Committee to have a plan for a general review and take measures to promptly handle and rectify all educational establishments in the ward to rectify violations (if any) and take measures to prevent similar situations.

Previously, the Department of Education and Training of Ho Chi Minh City also issued a document providing additional guidance on the collection and disbursement of parent association funds and fundraising at educational institutions, aiming to tighten management and end overcharging.

At the same time, establish a specialized inspection team to inspect the situation of revenue and expenditure management and fundraising at the beginning of the school year in all kindergartens, primary schools, secondary schools and high schools.

The leader of the Department of Education and Training said that through the inspection of revenue and expenditure, organization of revenue, fundraising, etc., the Department will promptly rectify the situation of collecting revenues that are not in accordance with regulations.

At the same time, it is proposed to strictly handle the responsibilities of heads, organizations, and individuals involved in violations in the implementation and execution of revenue and expenditure management at the beginning of the 2025-2026 school year.
