At a press conference providing information on socio-economic issues in Ho Chi Minh City on the afternoon of February 13, Mr. Ho Tan Minh, Chief of Office of the City Department of Education and Training, informed about Circular 29 of the Ministry of Education and Training regulating extra teaching and learning, which will officially take effect tomorrow (February 14, 2025).
Accordingly, in this Circular, the State does not prohibit extra teaching, but this activity must be carried out in accordance with regulations. Public school teachers are not allowed to participate in the management and operation of extra teaching outside of school.
Tutoring must be done at a place with a business registration (business household, tutoring center) licensed by the Department of Planning and Investment or the People's Committee of Thu Duc City, districts, and towns. If the teacher has a private home or a room that meets the conditions for individuals and organizations to rent to register for tutoring business, the teacher is allowed to teach at this center like other centers.
Teachers must teach all the contents and knowledge of the program, forming and developing students' ability to self-study and self-research, not leaving a part of the content for extra teaching and learning. Extra classes in schools are only organized and free of charge for 3 groups of students: students whose final semester's study results are not up to standard; students selected by the school to nurture excellent students; final year students who voluntarily register to review for entrance exams and graduation exams according to the school'seducational plan.
Providing more information about the regulation of "no extra teaching for primary school students, except in the following cases: art training, physical education, life skills training", Mr. Ho Tan Minh said that teachers can organize classes for music, drawing, swimming, handwriting, STEM,... for students to participate in after school hours.
This helps train students in other skills and talents for more comprehensive development, rather than just focusing on core subjects such as Math or Vietnamese.
