Specific regulations are as follows: The Department of Education and Training presides over and coordinates with the Department of Home Affairs and the People's Committees at the commune level to recruit and admit civil servants in public educational institutions under the management authority of the Department; public educational institutions under the management authority of the People's Committees at the commune level.

For the Chairman of the People's Committee at the commune level: carry out the mobilization and secondment of teachers, educational institution managers, civil servants and employees between public educational institutions under their management authority.

Decision on accepting teachers, educational institution managers, civil servants, and employees from other agencies and localities to work at public educational institutions under the scope of management authority.

Decision on job transfer of teachers, educational institution managers, civil servants and employees at public educational institutions under management authority to other agencies and localities.

For the Director of the Department of Education and Training: carry out the mobilization and secondment of teachers, educational institution managers, civil servants and employees between public educational institutions under the scope of management authority;

Preside over and coordinate with the People's Committees at the commune level to carry out the mobilization and secondment of teachers, educational institution managers, civil servants and employees between public educational institutions under the management authority of the Department of Education and Training and educational institutions under the management authority of the People's Committees at the commune level; between public educational institutions under the management authority of this People's Committee at the commune level and public educational institutions under the management authority of other People's Committees at the commune level;

Decision to accept teachers, educational institution managers, civil servants, and employees from other agencies and localities to work at public educational institutions under the scope of management authority;
