After 15 days of announcing the list of candidates for professor and associate professor approved by the State Council of Professors, on November 19, the list of 829 associate professors and 71 professors was recognized by the Chairman of the State Council of Professors as meeting the standards.
The number of 900 professors and associate professors recognized in 2025 has set a record for the largest number of recognized candidates since the Prime Minister issued Decision 37 to replace Decision 174 in 2018 on reviewing and recognizing standards for the titles of professor and associate professor.
Since 2019, the State Council of Professors has recognized 3,756 teachers who meet the standards of professors and associate professors. On average, there are about 528 qualified candidates each year. The number of qualified candidates in 2025 is 1.7 times higher than the average of the past 7 years.

In 2019, the first year of consideration and recognition of the title of professor and associate professor according to Decision 37, 424 candidates were recognized nationwide. 2020 was the lowest in the past 7 years with 339 qualified candidates. In 2021, 405 people were recognized, in 2022, this number dropped to 383. In 2023, the number of qualified people was 630 and in 2024 it was 615.
Compared to the lowest year, this year the number of recognized candidates is more than 2.65 times higher. Compared to the review period from 2019-2024, the number of recognized candidates this year accounts for about 32% of the total number of candidates.
According to the assessment of the State Council of Professors, the quality of candidates in 2025 is quite good, with much progress in foreign language skills. Candidates are guaranteed to have enough scientific research works published in international journals listed in ISI, Scopus or other prestigious journals.
The publication of information on qualified candidates on the websites of higher education institutions and the website of the State Council of Professors reflects the openness and transparency of the process of evaluating the qualifications of professors and associate professors. Critical information from society, the scientific community, etc. is a useful source of information to help functional units select qualified candidates who are worthy of meeting the standards for the title of professor and associate professor.
