Number of pensioners increased sharply due to early retirement and organizational restructuring

In the first 4 months of 2025, the Social Insurance Agency has settled pensions for more than 27,000 people, a sharp increase compared to the same period last year. The number of beneficiaries increased due to the impact of the policy of restructuring and streamlining the apparatus. The number of people retiring before the retirement age under Decree 177 and Decree 178 increased.

According to Vietnam Social Security, in the context of streamlining and organizing operations according to the new apparatus, in the first 5 months of 2025, the Social Security agency continued to ensure the rights of participants and beneficiaries of policies.

The payment and settlement of social insurance and unemployment insurance regimes are carried out promptly. According to statistics from the Vietnam Social Security, by the end of May 2025, the entire Social Security system is estimated to have settled social insurance benefits for over 46,500 people every month, an increase of 53.9% over the same period in 2024.

Nearly 3.6 million people received sick leave, maternity leave, and health recovery benefits. At the same time, the Social Insurance sector also coordinated with relevant agencies to resolve unemployment benefits for nearly 272,000 people and vocational training support for more than 6,000 people.

Notably, the number of people receiving pensions in the first months of 2025 increased sharply, with about 27,255 beneficiaries in the first 4 months of 2025, an increase of 95.47% over the same period in 2024.

The reason is due to the impact of Decree No. 177/2024/ND-CP dated December 31, 2024 and Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

In contrast to the increasing number of pensioners, the number of people receiving one-time social insurance benefits continues to decrease, and has decreased sharply compared to the same period in 2024 (an estimated decrease of more than 91,000 people, equivalent to a decrease of 18.8%).

Vietnam Social Security believes that this is a positive signal, showing that employees increasingly understand the meaning and superiority of policies and benefits when participating in social insurance for 15 years according to the Law on Social Insurance 2024.

Thereby, it affirms that the Social Insurance Law 2024 has entered life even before the Law took effect, and makes workers more secure and attached to the social security system.
