
Many landslides and damage
Located on Highway 24C, the road leading to Ca Da bridge pier through Tra Lien and Tra Tan communes has sunk deeply due to high and fast-flowing floodwaters causing erosion. The city's Department of Construction has directed a temporary solution by filling the sinkhole with crushed stone, allowing motorbikes to pass through for now.
However, heavy rain in the construction area caused the floodwaters to continue to rise, eroding the crushed stone; the management unit had to return to barricades and checkpoints to prevent traffic. Although supplies and materials were gathered to fix the problem, on the morning of October 29, the ramp leading from the road to the Ca Da bridge pier was destroyed by the flood.
Landslides have occurred very seriously on National Highway 40B at dozens of points, causing traffic jams at some locations. On the morning of October 29, rocks and soil from the slope at km66+700 (Tra Tan commune) fell onto the road, causing traffic jams. Still in Tra Tan commune, the slope at km80+100 collapsed again with thousands of cubic meters of rocks and soil, damaging the entire soft guardrail.
Mr. Nguyen Van Sy, Deputy General Director of Quang Nam Transport Construction Joint Stock Company, said that National Highway 40B was blocked at km61+000 due to flooding, and vehicles could not move smoothly from km66+000 to 85+000 due to landslides.
Connecting Hoi An city to Nong Son mountain (old), National Highway 14H is mainly cut off by deep flooding caused by the rising Thu Bon River. Some small landslides have been cleared by the road management unit.
National Highway 14G is almost similar to National Highway 14H, when the first section from km0+900 - km2+700 is deeply flooded so the road must be closed. Small landslides are urgently cleared, opening a section of road. National Highway 14B and National Highway 14D have some points where water has crossed, causing local traffic jams, so we have to wait for the water to recede.
Located right at the foot of the slope on the right side of the La Son - Hoa Lien expressway, the DT601 roadbed (through Hai Van ward) has collapsed and eroded the slope adjacent to the stream. The Ho Chi Minh Road Project Management Board ( Ministry of Construction ) said that the above-mentioned fact directly affects the occurrence of longitudinal cracks on the expressway.
The management board has warned the authorities, localities and relevant units about the risk of landslides on the expressway section of km50+700 - km50+800 to notify and prevent people and vehicles from traveling or working below DT601 road (area at risk of landslides). The construction contractor at the project has arranged for people to be on duty at checkpoints and warning signs not to allow vehicles to travel on the expressway to ensure safety.

Mr. Tran Thien Hai, Chairman of Phuoc Hiep Commune People's Committee, said that in order to serve the people's travel for medical examination and treatment, especially in emergency cases, it is very urgent to repair and clear the route through landslides on National Highway 14E. Therefore, the locality has sent a document requesting the City People's Committee, the City Civil Defense Command, and the Department of Construction to direct the investor's representative (Project Management Board 4) and construction contractors to urgently mobilize human resources and mechanical vehicles to repair major landslides, and soon open the temporary route to serve the needs of travel, transportation of necessities, and emergency medical care.
In the immediate future, the Commune People's Committee has directed the Commune Civil Defense Command, the commune and village shock forces to be on duty 24/7; barricades, signboards, and prevent people from passing through dangerous spots. Phuoc Hiep Commune forces will closely coordinate with construction units in the recovery work when weather conditions permit.
In the early morning of October 29, a large amount of soil and rock continued to slide down the La Son - Tuy Loan highway. Authorities warned vehicles not to travel through the route until further notice.
Director of the La Son - Hoa Lien Expressway Expansion Project (Ho Chi Minh Road Project Management Board) Tran Duc Hiep said that vehicles could not travel on the La Son - Tuy Loan Expressway due to landslides. Specifically, in the early morning of October 29, at Km42, 20,000 cubic meters of rock and soil flooded down, covering the expressway, causing traffic congestion. Functional units are diverting traffic and focusing efforts to quickly open the La Son - Tuy Loan Expressway.
Previously, this highway was also continuously eroded due to heavy rain. During the 3 days of October 26, 27 and 28, landslides occurred at many points on the route at Km 41, Km 42 and Km 46. According to estimates, about 80,000m3 of soil, rocks and trees have flooded the highway in the past 4 days.
According to Road Zone III, as of early morning on October 29, due to the impact of heavy rains that have lasted for the past few days, 22 landslides have occurred in the city causing traffic jams. Specifically, Ho Chi Minh Road has 22 traffic jams, of which 4 are completely blocked and 18 are partially open to traffic.
Specifically, the locations are completely blocked at Km1372+340, Km1372+900, Km1373+150 and Km1377+500 of Ho Chi Minh road, landslides from the positive slopes have flowed down to the road surface causing complete traffic congestion. Units are still on duty at the scene and making efforts to clear the landslides and strive to reopen the road as soon as possible.
Due to continued heavy rain, combined with hydropower plant discharge, the city is still at very high risk of flash floods and landslides on the slopes of mountainous areas, and at the same time, the risk of natural disasters due to level 3 floods is warned. According to preliminary statistics of the City People's Committee, about 2 kilometers of roads have been damaged and nearly 63,000 cubic meters of rock and soil have been lost. In addition, the coastal area of Hoi An has been severely eroded, greatly affecting the lives of people.

Efforts to keep traffic flowing
According to the management unit, the DT601 route has a landslide on the foundation, cement concrete road surface and negative slope at km20+100 with a length of about 100m. The solution will be to install stone gabions with geotextile layers to prevent soil erosion, to temporarily stabilize the negative slope foot, and limit landslides that may occur during the ongoing flood (estimated volume is about 1,500 stone gabions). Fill with suitable materials to supplement the collapsed road surface to the top of the road shoulder (fill volume is about 200m3). The length of the treatment is along the existing soft guardrail section, about 15m high and 10m wide.
However, the repair work is temporarily suspended to ensure safety according to the document of the Ho Chi Minh Road Project Management Board, waiting for favorable weather to be implemented.
Regarding the routes managed by the unit, Mr. Nguyen Van Sy said that it is still raining heavily, so the workers will wait for a safe time to urgently fix the road and reopen it to traffic.
Assigned to manage National Highway 40B, from km85+850 to km141+080 (in the area of Nam Tra My and Tra Linh communes), a representative of Quang Nam Traffic Construction Joint Stock Company shared that at noon on October 29, a landslide on the slope of the route caused traffic jams at 7 locations. It was pouring rain, the risk of landslides continued to threaten those directly involved in the repair. As soon as the rain stopped, the unit will begin to approach and temporarily open one lane.
Route DT606 to Tay Giang highlands has about 15 traffic jams and many small landslides. The management unit has contracted a professional enterprise to temporarily ensure traffic from the beginning of the route (A Vuong commune) to the center of Tay Giang commune.
For the section from Tay Giang commune to Hung Son commune, the management unit has arranged 3 excavators, 1 loader, 2 trucks ready to continue clearing the route. The difficult problem is that it is raining heavily and the phone signal is weak, which hinders the process of monitoring the safety of landslide points and providing images to the command center.
Mr. Tran Ngoc Thanh, Deputy Director of the Department of Construction, acknowledged that the longer the heavy rain lasts, the more difficult it is to fix and ensure smooth traffic due to harsh working conditions, lack of safety and repeated landslides. “The units have tried, so try a little harder. Once a lane is cleared, they will go back and clear it a little wider. The departments and units have encouraged their colleagues, so they will encourage them a little more to complete the assigned tasks, ensuring smooth traffic to serve the needs of travel, trade, and rescue,” Mr. Thanh emphasized.
