Son La holds meeting to speed up progress of residential arrangement projects

To overcome the consequences of storms No. 2 and No. 3, the People's Committee of Son La province has issued decisions and investment policy documents for 21 projects to be implemented in 2025. Of these, there are 16 projects for residential arrangement and 5 projects for natural disaster recovery.

21 projects need to relocate and stabilize 648 households in the districts of Bac Yen, Thuan Chau, Muong La, Quynh Nhai, Van Ho, Mai Son, Song Ma, Thuan Chau, Phu Yen and Moc Chau Town.

The project investment items mainly focus on building access roads, internal roads, house leveling, domestic water system, domestic electricity, embankments, and flood drainage system.

The leader of the Department of Finance of Son La province spoke at the meeting and proposed to speed up the implementation progress, ensuring the effective use of the central budget.

The total investment of the project is more than 433 billion VND, of which the central capital is 250 billion VND and the local capital is more than 183 billion VND.

According to the report of the leaders of the Department of Agriculture and Environment of Son La province, by March 31, there were 10 projects that had completed appraisal and were under construction or had been completed.

For projects that have submitted dossiers lacking one of the contents as prescribed in Circular 24/2023/TT-BNNPTNT dated December 21, 2023 of the Ministry of Agriculture and Rural Development, the Detailed Planning and Master Planning and the results of water sample testing are requested to be urgently submitted in addition so that the Department of Agriculture and Environment has sufficient grounds to conduct appraisal.

Leaders of the Department of Agriculture and Environment of Son La province pointed out difficulties and obstacles and proposed solutions in implementing projects to stabilize and relocate residents in the districts.

For projects that have not submitted documents by the reporting time, the Department of Agriculture and Environment requests to speed up progress and complete appraisal documents to ensure progress and quality according to regulations.

At the meeting, leaders of departments, branches, districts and towns reported on the progress of project implementation, and at the same time, presented solutions and difficulties and obstacles in the implementation process such as site clearance, lack of consensus from people, forest land, land origin, steep terrain and lack of land fund, making implementation difficult...

Previously, the Chairman of the People's Committee of Son La province held meetings to direct and work directly with people to resolve difficulties and problems in the districts.

Speaking at the meeting, comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Son La province requested departments, districts and towns to urgently complete the documents of the remaining projects, fulfill the commitment before April 15 to send full documents to the Department of Agriculture and Environment, including the changed relocation location of Muong La district.

The Department of Agriculture and Environment is requested to coordinate with Muong La and Bac Yen districts to review and transfer the project as proposed; the districts actively coordinate with the departments to supplement the dossier, edit the contents to complete the dossier and soon issue the appraisal report.

Comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Son La province requested departments, districts and towns to speed up the implementation of projects, ensuring the safety of people and property for households in the project implementation areas.

Departments need to increase support for districts and towns to speed up the progress of project appraisal, provide specific detailed instructions, avoid sending documents back and forth many times, wasting time and affecting the implementation progress.

The Chairman of the People's Committee of Son La province also requested Bac Yen district to study and propose resettlement solutions for households located in the landslide zone, which is dangerous to people and property; the districts need to do a good job of propaganda and mobilizing people about project information, ensuring that each person grasps the policy and agrees and highly supports the implementation of the projects...
