For these two crimes, C03 also prosecuted and banned Ms. Le Thi Hue, Chief Accountant of Hai Ha Waterway Transport Company Limited from leaving her place of residence. C03 also prosecuted and temporarily detained Ms. Nguyen Thi Ngoc Anh, Head of the General Department of Hai Ha Waterway Transport Company Limited, for the crime of "violating accounting regulations causing serious consequences".

During the investigation to clarify violations in the petroleum business activities of Hai Ha Waterway Transport Company Limited, C03 simultaneously searched 5 locations including the office, petroleum storage and residence of related subjects in Thai Binh province and Hanoi .

Initially, C03 determined that Ms. Mai had directed her employees not to deposit the amount of money set aside for the price stabilization fund into the deposit account as prescribed, and used the price stabilization fund money against the law, causing a loss of state assets of over 317 billion VND.
