According to the draft of the new Circular, the Ministry of Transport stipulates the maximum price for domestic air passenger transport services; at the same time, stipulates specific prices for aviation services including: Aircraft take-off and landing services; flight operations; passenger service at airports; aviation security assurance; flight operations through flight information regions managed by Vietnam.
The Ministry of Transport also regulates the price range of services: Renting aircraft parking lots; renting passenger check-in counters; renting baggage conveyor belts; renting passenger boarding and disembarking bridges; full-package ground technical commercial services at airports; automatic sorting of departing baggage; filling aviation fuel; franchising of aviation services at airports...
For non-aviation services, the Ministry of Transport regulates the price range of services including: Airport and airfield space rental and essential basic services at airports.
According to the provisions of the draft Circular, organizations and individuals doing business in services whose prices are set by the Ministry of Transport must develop a price plan according to the requirements of competent state agencies and are responsible for the price plan they develop. The Civil Aviation Authority of Vietnam will appraise these plans.
In addition, the new draft also adds regulations on price declaration, including: Essential basic services at airports, airfields and domestic air passenger transport services. After that, the agencies receiving declarations such as airport authorities and the Civil Aviation Authority of Vietnam will update the declared price information into the National Price Database.
The disclosure of information is carried out in the form of posting on the electronic information page (if any) of the agency, organization, individual or other suitable form. Circular 35/2015 is amended to adjust many regulations to comply with the provisions of the 2023 Law on Prices.
